Finally got some time to look at the video.
The Tier 3 ADCs are all strongly playable, but are just outclassed by tier 1-2. The additional tiers seem to make people confused, but that's just because he goes into so much detail.
The unmentioned Zyra is curious for me also. I'd think of her as a weaker Nami in terms of utility, but she's still really good, so minimum tier 2 for me. I think Jinx is worthy of a tier 2 mention, because of how much of an easier mid-game she has compared to, say, Tristana.
I also think Wukong is stronger than Nocturne and that the two should swap places. In addition, Wukong shares an insane amount of synergy with Yasuo, who he placed Tier 1 mid.

This is the whole video from lastshadow. He does sometimes go into particular detail, but it's good because it's for everyone. The tier list is slightly biased in the Korean meta, rather than the Western meta (that usually makes subtle differences, and is based a lot on competitive play.
Also, he's more a midlaner, so his tier list in other positions are probably skewed.
As far as his top lane list goes, I'm (a little) surprised about:
- Maokai deserving his own tier (though I should add I haven't tried him yet)
- Ryze & Shyvana still being placed in tier 1 when I haven't seen either of them in a while now (I might be more biased towards the western meta in that sense though, I don't really follow OGN)
- Almost everyone in tier 2.5: it's probably accurate for Zac, but Dr. Mundo should be higher and the other two should be lower imo
- Rumble only being tier 3 in his eyes. He's not exactly popular, but I believe he's still pretty strong.
- Trundle and Aatrox being tier 4 instead of 3.
- Jarvan IV, Kennen, Malphite and Olaf not being mentioned at all. I understand why he hasn't included solo queue champions like Fiora as it seems like team ranked is what this list is mainly about, but I'd say those four are better than tier 6 for sure.

Well, Maokai seems to be a pretty heavily contested pick, based on the EU playoffs and this also seems to be the case in Korea. Whether it's right or not I think can be disputed for sure.
Ryze is his main, so he's biased about that. Also not sure about the Shyvana in tier 1, especially when Renekton goes down to tier 2 and I can't attribute these towards any meta changes that affects him over her.
I'd agree with most of his 2.5 picks (except maybe Zac, who I haven't seen much of). I think Dr. Mundo should be higher too, and he seems to have this thing for Teemo, lol.
I think Rumble is only tier 3 because he doesn't see so much play or there's simply better AP tops available in recent meta.
I think Aatrox is actually worthy of tier 2, if not 3. A lot of dive potential, along with strong snowball potential and quite safe laning. I think Trundle is fine at 4.
The rest I don't know why they've been overlooked, except Olaf. I find he's really niche to play, which is why he's been overlooked.
I feel like the recent meta shifting makes GP shine a bit. Sure, he still has his flaws, but kiting is something GP is great at. Buffing your carries MS and slowing down the enemy lines with Iceborn Gauntlet is really strong. I could see him used as jungler or support focusing on the tanky site. As support, he would also have nice poking with Parrrley, while having the ability to farm up well thanks to Relic Shield. His passive also does great damage to squishy enemies, especially if you manage to stack it. This can turnaround ganks or engages into your favor or you just kill the enemy early with Exhaust. Great ADC's to team up with would be Tristana or Graves, they got a lot of poke early aswell and together with your poke and AD steroid they die even faster. Draven would be also nice, as he would be then as fast as Usain Bolt while having increased AD. I also never really had mana problems as him, especially after getting Sheen. Just get 1-2 Mana Potions and you are fine.
He is gonna kill you!!!

Swain is at least tier 3 midlane, he's still good against various picks, slightly weaker now, because long range mages are the thing again (Xer, Syndra, Ori)
Caitlyn tier 3 doesn't look right.
