There really isn't a best split pusher imo. Any champion that can split push has different pro's/cons. For example, Teemo can push really fast with shrooms and constantly auto-attacking. The only problem is if he gets caught by one or more champions. He will pretty much always die just because he is so squishy. (This is why we ward, kids.) Another example: Shen. Once he gets some items ( Sunfire Aegis, Wit's End, etc.) he can split push really well. He also can ult into a fight if he needs to. But he can't really take towers all that fast and if a teamfight does occur, you may not be able to ult in time. Anyways, here are some champions that can split-push fairly well: (Those are just some champions)

I'd have to say Rengar is the best splitpusher. He can easily escape with his ult, kill most people that try to stop him from splitpushing, and take towers at an insane speed. His only problem is that his waveclear isn't the best, which is easily fixed with a Ravenous Hydra.

EDIT: I just noticed how old this is.

Good duelists with waveclear can split-push effectively as well, even if they don't have a global, because they force the team to respond together or risk losing somebody in a 1v1.

Twisted Fate, and Pantheon can split push fairly effectively.

Twisted Fate has extremely quick waveclear and can shred towers. If a teamfight breaks out he just has to use Destiny.

Pantheon has decent pushing power and can use his ult to get to a nearby teamfight.

First, let's look what makes a champion a good splitpusher:
    1. Waveclearing
    2. Towerkilling
    3. Mobility
    4. Map control

Now, there are some champions that are really great at 1 point, or are decent at 2 points.
Let's see if there is someone who has it all.

A champion that kills minions fast, destroys turrets rapidly, is able to escape if necessary and also is able to be present in teamfights when necessary.

BUT WAIT! Before you start looking, there are some gamemechanics that may help splitpushing:
    1. Teleport (map control)
    2. Banner of Command (map control)
    3. Sunfire Aegis + other AoE items (wave clearing)
    4. Sheen effects (towerkilling + waveclearing)
    5. Shurelya's Battlesong + other MS items (mobility)
    6. Some other things :D

Basically, take a champion that excels at one of the 4 points which make a splitpusher, a splitpusher, and combine the champion with one of the game mechanics that allow splitpushing.
This will make your splitpusher, the best splitpusher :P

    Have fun :D

    5. Survivality or escape mechanics.
That is most important imo. I think there is only few super pushers...
    Shen
    Twisted Fate
    Nidalee
    Singed
    Master Yi
    Udyr
    Jayce
    Jax

With the wards removed from the game in Season 6 (Only Pink Wards)
Teemo's Shrooms give way more vision (If you shroom the map properly ) and you run once you realise that an enemy is coming for you or if it is too late to run or recall you can just go invisible and recall later .

I'd for split pushing it is tryndamere but if you want to split and, at the same time, be able to be with your team when a fight happens, then shen is the best option

shen is best splitpusher for one reason: Doesn't need teleport to be ready to teamfight in another side of the map

Splitpush Zed had much success in the EU LCS spring Championship. His wave clear is insane, his mobility is amazing, and a farmed Zed is very scary.
