That is how Juggernaut Champions work in general. They have extremly high damage, the highest damage in the game. But it is very hard to apply this damage to enemies.
It should also be said that Dead Man's Plate will be available as well.

Yeah, but I made a point earlier about it being pointless to buff champions in this manner. Garen/Darius/Insert Juggernaut or whatever here could already 100% champions if they could reach them. Buffing their damage but making it EVEN harder for them to use this damage is still a net nerf. You agree with me right? I know you have more common sense than this, man. You know as well as I do (a fellow Garen fan) that these changes (except the villain system, which is cool) are pretty terrible, for Garen specifically. Morde and Skarner got some weird changes to alter how and where they play, and Darius got overall buffed, I think. But you have to at least agree that Spin2Win is now Spin2Spin and not 2win.

And I am here... still waiting for the glorious return of Atma's Impaler. I guess Armor + AD items won't come anytime soon.
That new claw item seems like the thematic replacement for Atma's. Armor+AD was weird. Especially since it scaled off health. Now it's just health and AD that scales off well.. AD. And the passive scales off health, which the item gives. Which is nice. It's gonna get used a lot for sure.

Plastering this quote on a wall.

I mean, to play Juggernauts, you have to counterbuild their weaknesses to use their potential, similar to my Cho'Gath build. These changes will just give you more room for these counterbuild options. Before you can judge about it, you have to see which optimal build path comes out in the end. A Garen with Dead Man's Plate and Black Cleaver, that is not something you can easily escape from without hard cc. I feel like now, since the silence is so short and you have Dead Man's Plate, you want to use the movement speed of Decisive Strike while spinning and using the damage and silence of it afterwards, which increases your damage of Judgment.

Did they say they'd make that item actually for Summoner's rift? What's the status on the other items they added like that mirage blade? Could you link me to source as well, btw?
Here.
