Ryze's ulti's CD buff is a joke. Before the nerf to his passive you could have it off-cooldown anytime you needed it.
Also, Poppy's Q damage ratio was buffed, and her Q no longer deals reduced damage to minions (so if you build AD you end up dealing more damage actually, so it's not all bad). Also, the "nerf" on her ultimate might be actually beneficial for her (I'd say in most (if not all) cases you use your ultimate offensively), since it also reduces the time enemies are up in the air untargetable by your team.
And about the changes on Jax's passive, I'd say it's a neutral change, because he needs more stacks to do better, but he can get more (even if it's for less AS/stack but 4% more total AS).

Ryze's ult buff is actually pretty remarkable (80s -> 50s at rank 1), though I agree the cap on his passive is going to be pretty limiting. I wouldn't be surprised if Riot revisits him in future patches to give him more power in other areas if he needs it.
You need 200 bonus AD to reach the same level of damage Poppy had pre-nerf. That's not really good compensation since most poppy builds were full tank. The removal of the cap on minion damage is a little helpful for pushing, but again, she lost base damage so it doesn't really improve her state from last patch.
You're right about the Jax change, I fixed the symbol to be a mixed change. I actually intended it to show as a nerf (not a buff, oops) but I suppose it can be beneficial in longer fights or pushing.

Another thing to know from the Xin changes is that because they flattened his E cooldown, you would now max it last instead of first or second, which is a pretty huge deal that wasn't mentioned in the patch notes. Previously, some top laners and the majority of junglers would max E first for the decreased cooldown and (slightly) increased slow. With the buffs to W however, I'm guessing everyone will max Q or maybe W first, and leave E for last because the primary incentive is gone.

Hello and welcome to the MOBAFire Patch Summary - 6.3!
Patch 6.3 marks the beginning of Riot's work on balancing AD assassins as a class instead of just on a champion-by-champion basis. A new assassin item, Duskblade of Draktharr, is the first step towards creating unique itemization for assassins that deal physical damage in burst.
Apart from that, a lot of items have been adjusted in this patch as well as some champion tweaking and new ability icons for Gragas, Lux and Shaco. Changes to the 2nd and 4th dragon buffs may make dragon a more attractive objective. For more details, keep on reading!

Moving away from Xin Zhao, a number of nerfs came to some of the strongest picks in 6.2. Corki had some of his Q - Phosphorus Bomb base damage cut and his rockets take longer to recharge late game. Graves' Q - End of the Line lost a lot of damage on the second hit and there's an added delay to its detonation on terrain. His basic attacks also no longer stun the Rift Scuttler. Poppy also received several nerfs, ranging from her damage on Q - Hammer Shock to her utility with a higher cooldown on E - Heroic Charge and a shorter knockup on R - Keeper's Verdict when snap-cast. Finally, Ryze's passive is now capped at 5 spell casts, shortening his windows of high DPS, but he received a sizable cooldown buff to his ultimate - Desperate Power.
Notable buffs this patch were given to Gragas, whose Q - Barrel Roll now slows for the full 2 seconds when snap-cast. He also received a buff to his W - Drunken Rage, which has a shorter channel time and deals damage in a small AoE. Kog'Maw had attack speed shifted from his Q - Caustic Spittle to his W - Bio-Arcane Barrage, with his W also receiving a minimum damage of 15. Lastly, Ziggs' R - Mega Inferno Bomb, deals much more damage to enemies caught in the center of the explosion, which should improve his team fighting when he gets a good set-up for his ultimate.
Item Changes
The main feature of this patch is the new assassin item, Duskblade of Draktharr. This is a high AD item with flat armor penetration and an execute effect, ideal on champions with high physical burst. Riot is looking for this item to be the Infinity Edge or Rabadon's Deathcap of assassins - an expensive, but powerful item that amplifies an assassin's offensive power.
A lot of tweaks to armor items came in this patch, ideally making it so different items are ideal in different situations, rather than everyone just buying Dead Man's Plate every game. Seeker's Armguard got a second Cloth Armor in its recipe, allowing users to build extra armor in early laning phase if they can't finish the item outright.
The main Attack Speed + Crit items got another round of changes, with nerfs to Rapid Firecannon and buffs to Statikk Shiv and Phantom Dancer. Riot wants RFC to be the "safe," high-range option while Shiv offers more potential burst. PD is much cheaper now, which should hopefully bring it more in line with the other attack speed options.
Finally, there were some cost nerfs to the cheaper utility boots. These three boot options had their costs raised by 100 gold, though Mobility Boots also received an increase to its enhanced movement speed out of combat.
Dragon Slayer Changes
+15% damage to turrets and buildings⇒ Basic attacks burn turrets for 10-180 over 2 seconds.Dragon's Dominance (4th Stack):
+15% damage to monsters and minions⇒ You take 20% less damage from turretsThese changes are meant to make Dragon a more attractive objective, while still allowing teams to strategically concede dragon stacks in favor of other objectives or simply to avoid risks in the early stages of the game. The effects are also a more noticeable, with visible burn effects on towers and extra damage reduction against towers being a little more visceral than just damage amplification to towers and minions and monsters.
