It is a huge honor and enormous pleasure to win this beloved category of "fabulous" aestethic a third time but for the funkyboom Ziggs, thank you big time for your support and the tremendous work you and the other judges did invest.
Your question is so hard I am really not sure about my answer.
First, if its a game for fun, you can just pick any of them depending of your mood.
If it is a "serious" game I really want to win, I tend to focus my choice depending of several details (when available) :
1) The ennemy team and especially the ennemy champions I feel I may face. Depending of the match up, I will choose accordingly (you can see details in my Teemo or Ziggs guides at the "counter" chapter in each one)
2) My own team and potential synergies (A yasuo crying for a bump may push me towards Ziggs, similarly you can find some details in "synergies" chapters)
Concerning change and nerf, It is not a major concern, especially concerning Teemo. Because Teemo had a rework made some time ago, I doubt they rework him a second time before maybe 10 years ... As for Ziggs, he is not played too much but keep a very distinctive style fitting well the lore already, I remain confident they won't "break" him either.

Nunu is back on track but I have still several issues with the new guide UI, hope will be adressed in the coming days.
As for the questions :
Na did not try Dark Harvest. I am not convinced mainly because it means it will have zero effect at the very beginning when oponent is full life, also because it is not an AOE ^^ But maybe it's OP ... would need some tries to check.
On the paper rushing tear seems a nice idea but most of my tries ended worse. If you are super good at last hitting even without the Doran's Ring maybe it would be good.
Once again this is something looking good but Presence of Mind did not bring me better games, mainly because you're mostly without mana issue already.
It is the same reason concerning Lich Bane, I feel the mana from it not needed and prefer focus on pure AP or magic penetration.
I really need play more games concerning turrets, not sure yet what is the best.
Finally, I agree with you about Battle Boss Ziggs being a very nice skin, maybe the best, even if I like also a lot Master Arcanist Ziggs too. As for why, many reasons including Bomberman reminder :)
Will try to complete once I done more testing, until then hope I could answer part of it.

Watching your list I thought "great, great, great, great, great, great and great" ^^
It is more because I noticed opponents often tend to build late MR if I am doing fine that I have been used to pick Morello but in fact Rylai may indeed be a better choice if you check opponents don't go massively into MR (and I will probably try the Rylai option soon when I feel its suited).

Cool you could get some nice games with both builds, as long as you get both fun and decent results, enjoy using the one which fits your playstyle the best.

Beyond the joke, it can be annoying when opponent just leave the lane and roam all the time. You just need to be very good at SS pings and be able to follow the roaming from time to time.

After some testing I did gave up Nimbus Cloak and advise Manaflow band instead. It is at least useful from lvl 1 and add extra stacks to Tear of the Goddess.
As for celerity, it is a very good choice as I indicate but I still prefer Absolute focus over it for the extra AP it grants (feel it more appropriate for this specific build). Saying that it is a better choice for alternative builds where you focus more on positionning, split pushing and flanking.
Hope my explanations makes sense ^^
1) You are right and presence of mind is a great choice within precision for Ziggs, in fact it is better and more useful than triumph with 99% builds buuuuut I always felt it almost useless considering you get quite fast "Unlimited mana !" rushing tear of the goddess. I still totally agree Triumph has similar issue considering Ziggs is often full life ^^
2) Beyond your good remark, I must say I never have been fully happy of the secondary runes for various reasons including the one Psiguard explain quite well 3 comments below (many advices I need to input asap). Will try to work on them and it will probably evolve a bit in the coming days (curse of the drowned event will be good opportunity for tests).

Summoners
While Ignite did recently receive a buff, I still don't think it's Ziggs' best summoner, at least in most cases. Barrier and Heal are both much more common and more successful statistically. Cleanse and Teleport are also options depending on matchup. Maybe Exhaust against a couple AD mids like Zed.
I wouldn't recommend Ignite because Ziggs has both high DPM and long range. Mages with consistent damage output (usually via a spammable low cooldown spell like Bouncing Bomb) tend to benefit more from defensive summoners compared to the extra damage from Ignite. The longer you stay alive, the more damage you'll deal in fights. The range is also an issue since all of Ziggs' spells outrange Ignite, so it's still quite likely that you'll miss out on kills simply due to not being in range to cast the summoner, or worse, walking closer to cast Ignite and then dying due to poor positioning.
Overall, I'd definitely pick something else for your main summoner in the cheatsheet at the very least. Probably Barrier or Heal.
Runes
I can't speak to the efficacy of the new Manaflow Band but I would consider switching to that over The Ultimate Hat, simply because Ziggs' ultimate is not something you can proactively force plays with. It's much more likely that you'll sit on the cooldown until you need it in a team fight, to last-hit an enemy or to clear a wave. You won't be itching to cast R as soon as it comes up too often, so the extra ult CDR will go to waste. Nullifying Orb could also be an option here, given the matchup.
Possibly controversial, but I would actually take Gathering Storm on Ziggs, at least in some cases. Ziggs doesn't strike me as a champion that's likely to solo-kill his lane opponent early in the laning phase, so I don't see Scorch as a must-have. It's definitely beneficial against melee mids or perhaps some ranged champions that you can bully, but I personally would opt for the better scaling since Ziggs is in the same vein as other high waveclear mids like Anivia who tend to farm into mid game.
Precision is an unfortunate path for most mages since it cuts your AP and gives you attack speed instead, which is not very useful on Ziggs. The only rune here worth considering is Presence of Mind if you really need the mana. Since this rune has been reworked and no longer offers reliable early waveclear, combined with the reasons stated above why I don't think ult CDR is a high priority stat on Ziggs, I would look elsewhere for your secondary tree.
Here's my suggestion for secondary:
Inspiration with Magical Footwear and Minion Dematerializer. Magical Footwear will give you 10 movement speed and save you 300g on your boots, while Dematerializer improves your waveclear throughout the game. Use 1 Dematerializer on a caster minion, one on a siege and the rest on melees. Or just do 1 melee, 1 caster and the rest siege if you really want to kill those cannon minions. :P
Items
Quite frankly the defensive items in the cheatsheet are absolute trash. Zz'Rot Portal is a bit of a joke item now that the portal is so easy to clear. It also grants no offensive stats at all for a carry champion so that's not worth it at all. Iceborn Gauntlet will make it a tad easier to land skillshots but you could accomplish the same thing with Rylai's Crystal Scepter and actually get useful stats out of the item instead of armor + mana which is pretty weak without HP. Finally, Spirit Visage offers no synergy with Ziggs' kit and no AP at all. Not sure why it's here.
The standard defensive items for mages (which applies to Ziggs) are as follows:
Banshee's Veil, Zhonya's Hourglass (real defense)
Liandry's Torment, Morellonomicon, Rylai's Crystal Scepter (gives health so it kinda counts)
Rod of Ages (not worth on Ziggs)
Up to you whether or not you think Rylai's Crystal Scepter is worth a buy. I don't really think it's worth sacrificing better damage options for it, but it did get buffed recently so it's not awful.
Lich Bane may also be an option worth exploring but you'll have to figure that one out for yourself or ask around. I don't play enough Ziggs to comment on its power compared to buying pure ability damage.
To sum up, I think replacing your defensive items with more appropriate options for a mage ( Zhonya's Hourglass and Banshee's Veil) would be a huge step in the right direction. Maybe look into Lich Bane as well.
One last thing I'll say is that I'm not sure if I'm on board with rushing Liandry's Torment. The stats seem to favor Morellonomicon into Rabadon's Deathcap instead, with Liandry's as a late game buy. You'll have to figure out if Liandry's is worth keeping early though since I can't say for sure.
Guide
Technically Varus' Piercing Arrow is longer range than Bouncing Bomb, sorry. :(
I would definitely not recommend Demolish on Ziggs as again, you're cutting stats to go into resolve and Demolish isn't even the highest priority rune there. If you were to cut your AP to dip into resolve, I'd recommend getting Bone Plating and Chrysalis for survivability (against someone like Zed perhaps). Not sure how viable that setup is now that Resolve doesn't give much health early game anymore.
I covered summoner spells above, but there should be more options here. Cleanse is absolutely necessary in some cases (if you're playing against a Twisted Fate and a Sejuani and you don't have Cleanse, it's a massive disadvantage). Barrier is also a great option against assassins like Fizz, and Exhaust is also pretty good against all-in champions like Zed.
"ATTACK POWER" should probably be renamed to Ability Power. Kinda misleading.
I actually removed the Jungle Monsters sections of my jungle guides (sorry, haha) but the plants are still there. Might want to fix that credit to my Rek'Sai guide so people don't go looking for jungle monster breakdowns that aren't there. :(
I said I wouldn't comment much on things I liked, but I have to take a moment and applaud you for how much personality you cram into this guide. I'm reading through the gameplay section and it's pretty entertaining while also containing really good tips. Well done. :)
You can add Rakan to your Taunt or Charm list. He's pretty reliable setup for your ult and can even group enemies closer together.
Remove Alistar's Trample from tower-destroying effects as it's his E now and doesn't affect towers.
I feel like this synergies section is a bit bloated in that you mention nearly every champion with some sort of CC and then go on to list a ton of champions with small amounts of bonus damage against towers. I think a more focused section highlighting key pairings with Ziggs might be more beneficial for players looking for creative ways to draft compositions that set Ziggs up for success.
Example, maybe the dream for Ziggs is AoE CC, so you list champions like Rakan, Galio, Wukong and Alistar as great setups for your ult and other skillshots. You have a lot of skillshots and not much setup, so maybe list some junglers that can pin down the enemy mid laner to set up a free kill. You could also consider listing some disengage champions like Janna and Nami along with long-ranged ADCs like Tristana and Caitlyn that excel at sieging towers, which plays to your win condition.
I would also avoid mentioning champions like Twisted Fate and Veigar -- mid laners that are very unlikely to appear on your team as this guide is primarily aimed at mid lane players.
I think after reading a synergies section, the reader should be able to put together a dream comp (or you put it together for them) but right now your section has so many champions that things get a bit muddled.
Again, in the counters section I think there's simply too much stuff here. Condense it to champions which really cause problems by killing Ziggs or offering reliable hard engage to prevent him from poking or sieging. The assassins are good here, but someone like Malphite or Malzahar aren't strong because they can block (most of) one attack, they're strong because they can force fights that you might not want to take. Lane matchups are most important here, but it wouldn't hurt to include a few champions from other roles that are particularly awful to play against.
Conclusion
I have a few nitpicks about the guide content and a couple AP items, but the real problems I see with this guide are the secondary runes and the defensive items (and maybe the summoners). If you only fix a few things, those would be my highest priority.
My reviews tend to be a bit on the longer side so don't feel the need to respond to everything I've said if you don't want to. If you have any questions or feel like you want to argue about some specific points, feel free, I'll be around. Summoners
Totally agree with you concerning Ignite, highly risky and more for fun than true efficiency. Despite it is less "funky", Heal would be my "really good pick" advice because it is easy to use and have 4 distinct cumulative useful effects (heal yourself, speed yourself, heal a team-mate and speed a team-mate) which can be very handy in various situations including boosting a gank from your jungler.
Main runes :
NO ! no way you surrend The Ultimate Hat ! it is ... it is ... removed ? sig ! Well ... ok ... Manaflow Band is really good on Ziggs and add extra stacks for Tear of the Goddess, Take it !
Secondary runes :
I do like a lot Minion Dematerializer too but I am less convinced about boots tending to avoid any spells or abilities not available from Lvl 1. Mainly for this reason I prefer Cosmic Insight instead, also compensating a bit the disappearance of ultimate hat CDR. At least I shall change the current alternative choice by this one.
I still really like Coup de Grace therefore this weird looking choice of the Precision path. I get only + 14 AP instead of +20 AP if I took the inspiration tree (loss = 6AP) but I get 7% extra damage on low life opponents and +15 AP during 10s for each kill participation ... working from lvl 1 once more ...
Items :
Some items are there mainly for fun buuut I give some extra reasons beyond these choices :
1) Zz'Rot Portal is interesting because you can be sure to bait someone to destroy it, add some vision with an "Attack combo" ready and enjoy. Still, not optimal at all.
2) Iceborn Gauntlet is there mainly because it is an item hitting towers too and more mana means bigger Seraph's Embrace shield mid / late game. Really worth I think.
3) Spirit Visage, yeah no reason except it is always good against any AP enemy no ? But ok let's advise Banshee's Veil rather, probably better like you say ^^
4) Zhonya's Hourglass or the cursed personal item. If you are good with it, it is AWESOME item for ziggs, one of the best, by far ... if you are good with it ... which is not my case unfortunately ...
5) Liandry's Torment early or not ? Once more you are right for the pure figures, this I am hesitating a bit, my thinking was too boost the slow damage asap to "justify" maxing E over W creating an extra synergy with Arcane Comet. I will make some extra testing on that.
Guide :
Varus Piercing Arrow has a suuuper long cdr between 20 and 12 seconds + channeled spell for max range versus 6 to 4 seconds instant cast for Ziggs ... I would say it not totally comparable (still you are right, technically he can beat me after channeling his Q ^^)
Secondary alternative runes : I agree It is probably not that great ... I definitely should recommend the Inspiration tree with Minion Dematerializer and Cosmic Insight instead.
More specific summoners advices ( Exhaust for Zed, ...) : will try add that soon.
AP does not mean Attack Power ? ... ah ... ok lol
Jungle monsters : ok will change title into "jungle guide" and sorted forever ;)

Rakan and Alistar corrected, ty. For Twisted Fate and Veigar, it is just that they are sooo emblematic of "stun" and "cage" (Morgana too) I felt I HAD to put them even if it won't happen much for the reason you explain (even if Veigar jungle north korea new meta will soon surprise everyone !!!)
Easier team comp vision and Counter section rework ; Agreed for most of it, I shall rework it soon.
Conclusion :
Was an awesome review you gave me, sorry took me sooo long to analyse, test, reply and correct most of it according to your great advices.

Seriously Ziggs has an excellent kit to be support with strong safe poke, an AOE slow and an AOE short stun able to impact enemies positionning the way you decide. Add to this a tower destruction potential close if not above Tristana and you got several great tools to play around wether it is to get
killsassists, objectives or to protect your ADC.Eventually, even if he is not updated (yet), you may also have a look at this other guide : Ziggs sup as he goes more in detail about playing Ziggs sup.
