shen had more sustain than any champion in the game on his own. He could win his lane and win your lane with his ultimate. If a shen was on the enemy team you could not win lane post-6 unless his ultimate was down. Fundamentally broken in every facet.
This will only make shen viable as a jungler and because of how slow his clear speed is i don't see him becoming viable anymore, but his ultimate was toxic

I personally believe the buffs and nerfs were justified. The only thing I cringe about is the change to MF's ultimate. She's underplayed enough, they're kind of make it worst in my honest opinion. It sounds great at first read when you see that it's being changed to AD scaling but god, everyone and their mother stacks Armor against AD's, especially MF. It's just going to be heavily negated even more now. Why MF ult really hurt is because people built mass Armor to negate most of her damage and a huge explosion of hybrid AP/AD damage was like LOLGGGGGGGGGGGBRO.
Also regarding Shen nerfs, I'm kind of happy and sad about it. I mean full global ult Shen top to bot lane is a bit crazy but that's what made Shen very unique. I'm very sure that the range ultimate had something to do with Shen's performance at IPL4 with teams like CLG for example. Shen split pushes all day, ults in and sweeps a outnumbered team. I know his ult has always been that strong but IPL4 was probably the cherry on top.
Edit: Regarding Shen top lane, he ate a lot of people alive but he definitely had counters like Udyr and AD Nidalee. Especially Udyr, that champion just eats Shen alive. Thankfully, Udyr can be countered so it's the war of counterpicking when you pick teams, especially if you don't ban Shen.

derp on master yi buff. much better jungler now. kinda sad about shen nerf. though he needed it, but i just got him...literally. looking foward to varus. quite a cool looking champ in the sneakpeeks ive seen. hopefully, he looks like the guy in the sneakpeek. i really like the item. much more reason to build chalice now. i really like the item upgrades riot is making. hmm...think for the ryze changes, i really like the possible new ulti active. 75% movement speed is boss. yay amumu buff. yay talon buff.

Scaling Magic Resist Per Level
The following champions were updated to have their magic resist scale per level instead of remaining at a flat 30 throughout the game (Magic Resist: 30 to 31(+1.25 per level)):
