Hey there, you curious Viktor lover!
I am Jochnes, playing League of Legends over 7 years now! Got a total of 800K Mastery points on Viktor in that time on 3 accounts.

For this guide I worked about 70-80 hours and tried my best to make it in-depth but also easy to understand!

Pros and Cons


Pros

+ wave clear and roam potential
+ selfpeel
+ safe sustained dmg
+ good mid and late game
+ CC and zoning


Viktor can roam very good after buying Hex Core MK-1. He got sustained damage with Siphon Power and scales very good from 2 items on. With Death Ray you can stall out any game and if he gets jumped on, Gravity Field and movement speed from Siphon Power will peel for him.
Cons

- bad wave control early
- needs time to scale
- delayed damage




Obviously Viktor's biggest weakness is early game where he can't control the wave and is dependent on a good base for Hex Core MK-1.
It's annoying that Aftershock on Death Ray and Chaos Storm damage have a delay and can be avoided with mobility.

Summoner Spells


SUMMONER SPELLS
-
FLASH: Don't use it for kills that won't impact the state of game. When Flash is used for a flashy solo kill in lane, that gets you ahead, it's fine. But don't flash for a kill on anyone at minute 40 if you won't get a tower or Baron out of it! KDA doesn't matter at that point.
Ghost: When you are trying out spell book with Nimbus Cloak you should definitely take Ghost. It was the go-to option back when Viktor was a good champion but became bad because after it was nerfed so that you have a delay on the momvement speed from Ghost and with Nimbus Cloak you can compensate that perfectly!
Cleanse: Against teams with a lot of dangerous CC abilities it's a good choice, it may already be enough if they have one spell that you want to dodge with this in their mid or jungle position. For example: Cocoon, Glacial Prison, Light Binding, Charm and also Ignite
Barrier: A useful option against assasins so they can't finsh you, where they usually would. Barrier has a low cooldown of 3 minutes so you always got it when u need.
Teleport: Considerable in very bad matchups so you can get a free base off and buy Hex Core MK-1. I'm not a big fan of it though.

Abilities

PASSIVE
ABILITY
Glorious Evolution (Passive): Viktor starts each game with a Prototype Hex Core, which permanently occupies one of his item slots. Viktor can spend gold to upgrade his Hex Core up to three times, increasing its stats and granting Viktor 1 Evolution point that he can spend to augment one of his basic abilities. Upon evolving each of his basic abilities, Viktor will automatically augment his Chaos Storm ability.

Siphon Power (Q) :
Range: 600
Cooldown: 9 / 8 / 7 / 6 / 5
Cost: 45 / 50 / 55 / 60 / 65
Viktor blasts an enemy unit, dealing 60 / 75 / 90 / 105 / 120 (+40% of ability power) magic damage while shielding himself for 25 (+5 per level) (+15% of ability power) for 2.5 seconds.
Viktor's next basic attack is converted into magic damage, dealing 20 / 45 / 70 / 95 / 120 (+55% of ability power) damage.
AUGMENT- TURBOCHARGE: Viktor gains 30% bonus movement speed for 2.5 seconds after using Siphon Power. Also increases Siphon Power's shield value by 60%.

Gravity Field (W) :
Range: 800
Cooldown: 17 / 16 / 15 / 14 / 13
Cost: 65
Viktor conjures a gravitational imprisonment device at a target location for 4 seconds, slowing all enemies that pass above it by 28 / 32 / 36 / 40 / 44%. Whilst under its effects, enemies generate stacks every 0.5 seconds; at 3 stacks the target will be stunned for 1.5 seconds.
AUGMENT- MAGNETIZE: Viktor's abilities, excluding Chaos Storm, slow enemies hit by 20% for 1 second.

E
Death Ray (E) :
Range: 525
Cooldown: 13 / 12 / 11 / 10 / 9
Cost: 70 / 80 / 90 / 100 / 110
Viktor uses his robotic arm to fire a 500-unit length laser beam across the field in a chosen path, dealing 70 / 110 / 150 / 190 / 230 (+50% of ability power) magic damage to every enemy it hits.
AUGMENT- AFTERSHOCK: An explosion follows Death Ray's wake, dealing an additional 20 / 60 / 100 / 140 / 180 (+70% of ability power) magic damage.

R
Chaos Storm (R) :
Range: 700
Cooldown: 120 / 100 / 80
Cost: 100
After a 0.25 second delay, Viktor conjures a singularity at the target location, dealing 100 / 175 / 250 (+50% of ability power) magic damage and interrupting channeled abilities. The storm cloud remains for 6 seconds afterwards, firing lightning bolts which deal 65 / 105 / 145 (+45% of ability power) magic damage to all nearby enemies every second.
While the singularity is active Viktor can re-activate Chaos Storm to move it to the cursor's location or at an enemy champion. The singularity moves faster the closer it is to Viktor.
AUGMENT- VELOCITY: The Chaos Storm moves 25% faster.

Core Items



Doran's Ring
Doran's Ring gives you good mana sustain for a long period of time, because you will sell it pretty late. It also makes your push stronger with the 15 AP and protects you from burst damage with it's 60 health. You can add Refillable Potion to it and also Dark Seal if you got some gold left.



Corrupting Potion
I don't think this is a good item on Viktor, especially because you need the AP from Doran's Ring to one-shot Caster minions with the Augment on Hex Core MK-2 if you are below level 7 and havn't bought any other AP yet.



The Hex Core MK-1

Upgrade Death Ray

It's the highest priority to buy Hex Core MK-1 for Viktor! You get access to Augment: Aftershock that causes Death Ray to be followed by a second one after 1 second. They deal about the same damage (first one has more base dmg but less AP scaling). It offers Viktor a great wave clear and stronger all ins if you manage to hit it.



The Hex Core MK-2

Upgrade Siphon Power

Try to buy Hex Core MK-2 as next item. It grants access to Augment: Turbocharge which causes Siphon Power to grant Viktor a 30% movement speed for 2.5 seconds and the shield is increased by 60%. You can now force trades very hard since you got enough time to deal damage, dodge abilities and still run away with the speed boost.


Perfect Hex Core

Upgrade Gravity Field & Chaos Storm

As it only costs 850 Gold you should try to finish it asap! Viktor gains access to Augment: Implosion and Magnetize which is a huge power spike. Like before with Rylai's Crystal Scepter you get a 20% slow on your abilities but obviously it's even better! Viktor becomes a strong duellist and teamfighter with Perfect Hex Core since Chaos Storm will be moving 25% faster.

Perfect Hex Core grants 10 AP and 25 Mana per level, on level 18 that exquals 180 AP and 450 Mana = 150% gold efficieny.


Sorcerer's Shoes
Increases your damage against champions drasticly, especially after the buff on 8.1 where 3 magic penetration were added it's compared to Ionian Boots of Lucidity, Mercury's Treads and Ninja Tabi the most impactful option to take. Viktor can get stats like Cdr and Magic Resistance from other items.
With Sorcerer's Shoes you deal 11,6% more magic damage against enemies with 34 Magic Resistance.



Liandry's Torment
Due to the changes on Augment: Magnetize which basically gives you the effect of Rylai's Crystal Scepter, though it doesn't slow on your ult ticks. You can abuse this item pretty well, pretty much always have 10% dmg boost, burn damage on Death Ray as poke and as dps on Chaos Storm. For real, this item is insanely OP.



Lich Bane
It has great synergy with Siphon Power, the 7% movement speed allow you to get off the Discharge damage from Siphon Power way easier! The 250 Mana and 10% Cdr are also appreciated on Viktor, it allows you to chase down enemies by the lower cooldown on Siphon Power, gives a lot of DPS and the passive effect from Lich Bane gives you a delete button with it's single target burst. It's built out of many low-cost items, such as Sapphire Crystal and Amplifying Tome which allows you to always sit on 0 Gold with more items!



Luden's Echo
It makes Viktor's poke much stronger by tranforming Death Ray into Final Spark! With the movement speed from Siphon Power Luden's Echo will recharge very fast and increases your AOE Burst! 90 AP , 600 Mana and 20% Cdr. are a wet dream for Viktor! You can spam Siphon Power and Death Ray without going oom, the shield from Siphon Power scales with Mana, so you can take a lot of trades and will be hard to catch! Luden's Echo has a 104% gold efficiency just based on the stats! (buy it as 1st or 2nd item after Sorcerer's Shoes& Perfect Hex Core)



Rabadon's Deathcap
Viktor has insane AP scalings so Rabadon's Deathcap is highly recommended. Even Siphon Power's shield scales with AP. Since your inventory will be kinda filled up with or other items, it's nice that Rabadon's Deathcap is built out of 2 Needlessly Large Rod's. They don't take away too much space.
( ͡° ͜ʖ ͡°) But still they are large ( ͡° ͜ʖ ͡°)

6. Item Choices



Banshee's Veil
In some hard matchups or overall against assasins you can build an early Null-Magic Mantle and later on build it into Banshee's Veil. The Cdr. and Spellshield are useful for Viktor, you can fight almost any mage with this!



Void Staff
There are too many important items for Viktor so that Void Staff could be on of them. Only build it when enemies are building a lot of Magic Resistance for example:
Maw of Malmortius and Spirit Visage on every enemy



Zhonya's Hourglass
Seeker's Armguard can be build against physical damage dealing assasins though you don't need to rush for Zhonya's Hourglass!
build it later on then but for early and mid-game the 45 armor should be enough.
Chaos Storm can he redirected while in stasis of Zhonya's Hourglass.


Morellonomicon
It can be built instead of Rylai's Crystal Scepter but I think it's not good enough for that. Only if the enemy Team has a lot of healing and doesn't build Magic Resistance I think the Magic Penetration and grivious wound's effect would be worth it!

Boots variation






-OR-


Mercury's Treads > Tenacity and Magic Resist

Against enemies with a lot of CC Mercury's Treads are a reasonable choice, but don't build them for the Magic Resistance.
rather go for Banshee's Veil if you are against a lot of magic dmg.


Ionian Boots of Lucidity > Mobility and Cooldown Reduction

Ionian Boots of Lucidity only cost 600 gold to upgrade, so you can get to your other items like Rylai's Crystal Scepter faster, which is pretty good for Viktor. The 10% Cdr on abilities and summoner spells grant more mobility with lower cooldown on Siphon Power, Flash and Ghost. It also reduces the cooldown of Death Ray, Gravity Field and Chaos Storm but compared to the dmg from Sorcerer's Shoes it's not about the DPS when chosing Ionian Boots of Lucidity and rather about the monility! (swap them to Sorcerer's Shoes in late game since they cost more and have more gold efficiency)

Lich Bane or Luden's Echo first?



Luden's Echo
VS

LICH BANE
Luden's Echo is a good item against ranged champions, since you can poke them with Death Ray! It deals huge AOE dmg with the luden's proc on Death Ray + Chaos Storm and grants 600 Mana, 20% Cdr. and 90 AP. I think it's better for Viktor to be built after Luden's Echo except for some situation's where Lich Bane's DPS wouldn't pay off. Lich Bane is a good item against tanks/meele champions since it's more likely that you will be able to auto atatck them. Viktor becomes more of a solo carry when buying Lich Bane and can delete ranged squishy champions if he gets close to them. It only grants 250 Mana, 10% Cdr. and 80 AP though. Probably the best usage is when you got speed boosts in your team like Inspire or Time Warp and for 1v1 split push fights in side lane. It's better to be built before Luden's Echo most of the time because of the power spike.

Early Game



Overall:
Everyone is talking about Hex Core MK-1 like it's the core essence of Viktor's early game. Don't tunnel vision too much on it, if you got 1000 gold on your first base go ahead and buy some small items like Dark Seal, Boots of Speed, Refillable Potion and Control Ward.
Dark Seal increases healing from Refillable Potion by 25%. This goes up even more for any kill or asist up to 30 AP.
Trade your enemy with Siphon Power when he wants to go for last hits and make use of the high range from Death Ray. Thought it's most important to play for prio, safe enough mana so you can push the lane and roam if your team needs it.
Siphon Power: A great trading tool, both instances - the projectile and Discharge together deal a ton of dmg. The shield on top of it makes it impossible to lose trades if you stay away from enemy minions so they won't attack you.
Siphon Power's animation can be canceled: Q target - click somewhere else - click auto attack on target. It will go out much faster!

Gravity Field: Use it whenever it's obvious that your enemy want to go for an auto attack or ability cast that locks hm into an animation where he can't move for a short time. For example: Orb of Deception, Plasma Fission, Transfusion. They will probably retreat and as they run away you can trade them with Siphon Power and auto atatcks.

Death Ray: Poke your enemy at max range as long as you have the Mana for it, thought it's always useful to safe some Mana for a push to go base. From level 5 on you need 2 Death Ray's to kill the caster minions. Try to go base before the next canon minion wave, which comes every third wave, because your enemy won't be able to push it in fast enough and you won't miss a lot of farm while going back.
Chaos Storm: You can use it to get a free push and go base while missing no farm. That provides you a safe recall at level 6 or 7 to get Hex Core MK-1. Chaos Storm has insane base damage so if your enemy ever steps up to far, cast it on him and run him down! Chaos Storm will move faster the closer you are to it, Ghost makes it easy to keep up with it and your enemy.

Mid Game



Overall: Push the wave with Death Ray and some auto attacks on meeles minions. Go and roam permanently, Viktor is hard to catch with Gravity Field and Siphon Power so you won't be punished if you play it smart. Lookout for CC of your team mates: A stun Concussive Blows or long lasting slows Tongue Lash can be a great opportunity to hit Death Ray's Aftershock, CC chain with Gravity Field and kill with Chaos Storm.
Siphon Power: Try to spam it in fights for the movement speed and always evaluate if you can go for an auto attack on one of their carries. Also try out the "Double Discharge Dunk" a technique invented by the all mighty Jochnes! Use Siphon Power - wait a bit and then auto attack - Siphon Power - auto attack Death Ray between

Gravity Field: Look out if someone falls for your trap to get multiple hits with Death Ray and Chaos Storm
Death Ray: Try to use Death Ray in the direction that your enemies wants to go
Chaos Storm: Stay close to Chaos Storm or make it stay close to you, so whenever someone is threatening you, Chaos Storm can be sent onto him. Otherwise send it to an enemy by clicking on him with "R" and it will follow him. Be carefull with stealth enemies though, you need to redirect it onto them again. Make sure to keep track of Chaos Storm anyway to get maximum value out of it.

Late Game/ Teamfights/ Objectives


Overall: Only the damage from Siphon Power and Death Ray will be deadly for the enemy carries. So always look for opportunities to get onto them but don't try too hard and stay close to your team. Use Gravity Field in small corners to zone enemies and control Baron area or to go for a tower push while the enemy team can't go in.
This is the most optimal damage combo for an all in: Siphon Power Chaos Storm Death Ray Auto Attack | Gravity Field can be used as the enemy runs away or start of with it.


I recommend to watch this VOD, it only shows Crown playing Viktor on Worlds 2016. Froggen and LS will be your casters!
