Primary:
Every 4 seconds in combat, your next basic attack on a champion will:
Deal bonus damage equal to 4% of your max health
Heal you for 2% of your max health
Permanently increases your health by 5
Ranged Champions: Damage and healing are reduced by 40% and gain 3 permanent health instead.

Garen is usually on the frontlines during temafights, tanking and soaking enemy damage. This usually gets him really low on HP. This rune helps him deal more damage during the fights. Once the fight is done Garen's passive will just get him back to full HP.
Takedowns on enemies grant permanent Tenacity.
On killing enemies(every champion once) you gain permanent tenacity i.e crowd control effects(slows, stuns, roots etc) all have reduced intensity on you.
Against AP matchups, the following runes work well:
grants Garen extra AD and helps with running away also(LOL).
Against AP matchups, the following runes work well:
Gain a magic damage shield when taken to low health by magic damage.
Handy shield against Magic Damage. Useful in duels early game. Use this in a matchup against an AP champion.
Gain 1.5% extra MS. Gain extra AP or AD (Adaptive) based on your bonus MS.
Passive:
Perseverance:
Garen passively regenerates (0.2 / 0.8% maximum health every half-second). This regeneration is interrupted for 9 or 4 seconds(9 from levels 1 to 11, and 4 from 11 onwards) if he takes non-minion damage or if he is hit by an enemy ability.
The regeneration is doubled to 0.4 / 1.6% maximum health every half-second while below 25 / 50% of his maximum health.
At level 11, damage from non-epic monsters will no longer stop Perseverance.
Garen's Passive is his sustain. He can engage with his enemy, and if he gets low, all he has to do is sit under tower for a few seconds before becoming full health again.
Q:
Decisive Strike:
Garen cleanses himself of all slows affecting him and gains 30% bonus movement speed for a few seconds.
Additionally, his next basic attack within 4.5 seconds deals additional physical damage, and silences his target for 1.5 seconds.
Duration:

Bonus Physical Damage:
30/60/90/120/150 (+ 40% AD)
P.S: Decisive Strike resets Garen's autoattack timer.
Garen's main source of "burst". Even though Garen isn't a burst type champion, with proper items Decisive Strike will do tons of damage. It frees Garen from all slows and also provides a speed boost which is handy for running away.
W:
Courage:
Passive: Garen permanently gains 0.25 bonus armor and bonus magic resistance every time he kills an enemy unit, up to a maximum of 40 bonus resistances at 160 unit kills.
Active: Garen reduces incoming physical and magic damage by 60% and has 60% Tenacity for the first 0.75 seconds. For the rest of the duration Garen reduces incoming physical and magic damage by 30%.

Courage is one of Garen's most important abilities during 1v1s and teamfights. His passive, passively increases Garen's armor and magic resistance whenever he kills a unit.
The active on Courage decreases most of the incoming damage and gives him tenacity. Keep using it in duels and teamfights. It will keep you alive.
E:
Judgment:
Garen rapidly spins his sword around his body (5 - 10 (based on level) times) for 3 seconds, dealing physical damage with each spin to nearby enemies.
While spinning, Garen cannot basic attack and is ghosted.
Judgment deals 33% bonus damage when hitting a single target and can critically strike for 50% bonus damage.
Enemy champions hit 4 times have their armor reduced by 25% for 6 seconds. Hits after the 4th refresh the duration of the debuff.
P.S:After 1 second, Garen can reactivate to cancel it immediately, reducing its cooldown by its remaining duration.
Physical Damage Per Spin:
14 / 18 / 22 / 26 / 30 (+ 36 / 37 / 38 / 39 / 40% AD)
Judgment deals tons of damage in a fight. Its passive reduces enemy armor making it easier for both you or your allies to kill them. In a teamfight just rush into the enemy team and start spinning. The damage done is insane and you cleave all the enemies' armor.
R:
Demacian Justice:
Passive: The enemy with the most kills in the last 5 minutes is marked as the Villain. The mark cannot be assigned to another champion while Garen is in combat with the Villain. If more than one enemy has the same bounty, the enemy who received it first is marked the Villain.
Garen's basic attacks and each spin of Judgment against the Villain deal 1% of their maximum health as bonus true damage on-hit.
Active: Garen calls upon the might of Demacia to attempt to execute the target enemy champion, dealing them magic damage, converted to true damage when targeting the Villain.
Magic Damage:
175 / 350 / 525 (+ 28.6 / 33.3 / 40% of target's missing health)
Dropping huge swords on enemy champions head? I'd do that in a heartbeat. This sword executes enemies when they are low enough. The champion with the most recent kill is the "villain" and your sword does True Damage to that champion. If your laner(or whoever you're fighting) isn't the villain, then your sword does Magic Damage.
Core Items
Black Cleaver: The Black Cleaver is a super useful item which synchronizes really well with Garen. Its first unique passive shreds enemy armor just like Garen's E Judgment. It provides him AD, CDR and HP, while also providing him with additional boosts of speed from the second Unique Passive. This item should be rushed on Garen ASAP.
Sunfire Aegis: Straightforward item. It provides Garen with Armor and HP making him more tanky. Its unique passive is a source of Magic Damage which is useful for farming and during fights.
Item Pool
Dead Man's Plate: Again, an item which makes Garen a lot tankier. Its unique passive increases Garen's damage (the strike after gathering 100 charges) while also increasing his movement speed (only at 100 charges).
Useful item for giving chase especially since the immedeate next attack slows the enemy by 50% for 1 second.
Randuin's Omen: This item grants Garen more armor and HP. However, its unique passive makes it a useful item against champions who have high attack speed such as ADCs. The active slows the movement speed of nearby champions which makes it a useful item for giving chase.
Frozen Heart: Straightforward item. Grants a lot of armor and CDR. The mana is obsolete on garen, however the unique passive makes up for it. Buy this item when enemy team has a lot of high attack speed champions.
Spirit Visage: Buy this item when enemy team is a very AP heavy team or when your laner is AP. It also works well with Garen's passive.
Warmog's Armor: This item is basically another Garen passive. This means the healing is twice as strong. This item also gives Garen more HP and increase base HP regen.
Thornmail: This item works well with Garen since he is a tank who is usually in the midst of battle. The extra armor makes him tankier while the unique passive deals damage to those who attack him.
Sterak's Gage: Again, a useful item in teamfights since Garen is usually tanking a lot damage- burst included. The shield keeps him alive for longer while the tenacity allows him to ignore slows and other movement impairing abilities.

Early Game:
Garen has a pretty strong early game. He can farm decently and has good waveclear with Judgment. He can burst down enemy champions pretty well during early game. Even if he doesn't get too many kills during lane phase, he will be pretty tanky as the game goes on.
With the right items, Garen deals TONS of damage while being super tanky at the same time. Matchups aren't that hard. All you gotta do is farm up. Your W: Courage's passive will give you bonus Armor and MR.
Keep trading and eventually when your enemy is low enough go for the all in. If you start to pop off and you are way ahead of your laner, then you can go ahead and build damage items like Death's Dance and maybe even Ravenous Hydra if you're feeling it.
Mid-Late Game:
This is Garen's time to shine. If all goes well, then you have atleast 3-4 items. This means you're suuuuuuper tanky. Note that 2 of your items should be Black Cleaver and Sunfire Aegis. Your abilities paired with these two items will start to shred through enemies, especially squishies like enemy ADC's or Mid laners.
During teamfights, make sure you are wading through enemies cleaving their armor and making sure they are caught in the radius of Sunfire Aegis for more damage. If you happen to see their carry low enough...."DEMACIA". I mean ult them lol. You should be able to kill atleast 2-3 enemies before going down.
If you want to be even more cheese, then build Thornmail(LOL. RIP enemies). Just go and stand in the enemy team and watch them die not you(you will die to obviously lol, dont sue me).
All in all you should be able to win easily unless the rest of your team just plain ints.
8.15: Potential changes to Crit items like Infinity Edge and Stormrazor. Cost of Stormrazor has been lowered and the build path has been changed. May work well with Garen. Infinity Edge changes may also prove kinda beneficial to Garen. More information soon.
