Very difficult matchup. You win in early duels and skirmishes, but the moment Rammus gets thornmail or Ninja Tabi, you deal no damage to him. Look to be aggressive early game, and invade as much as possible. Teamfights are nearly impossible against him, definitely don't try to focus him, try to use your ult to knock him back and get onto their carries. Powerball is Rammus's only gap closer, so if you stop this, you only have to worry about flash. Finally, Rammus has a very weak level 2 that you must capitalize on to win this matchup. Need to snowball as much as possible as he outscales you very quickly.

+ Strong Early Game
+ Strong Ganks
+ Strong 1v1 Potential
+ One of the best level 2 champions in the game.
+ Easy to Play
- Weak vs PEEL Comps
- Falls off quite hard late game
- Matchup dependent jungler
Xin has a pretty aggressive playstyle, you want to capitalize on his strong early game and close out games by 30 mins. Duel, skirmish, team-fight and contest objectives as much as possible.
EDITING CURRENTLY: Take the rune page and try it out, you'll realize how strong the level 2 ganks are with hail of blades. Your dueling is unmatched and your power to contest crabs is stronger than ever before. Opponents will be very surprised at how fast you get your knockup.
Alternate Rune Page
Run this page when against champion with high mobility such as Ezreal, Kaisa, Zyra, etc, as you will need the movement speed to catch up with them. This rune page is definitely still a viable option, however right now I believe hail of blades is stronger.
PHASE RUSH: For extra gank pressure and chase down, also synergizes perfectly with your standard combo as you proc it almost instantly.
CELERITY: Despite the celerity nerfs in 8.23 (where it no longer gives you bonus AD for extra MS), I still think that this is a viable mastery to run on Xin, as it synergizes well with phase rush and waterwalking.
WATERWALKING: This, along with celerity, helps in early crab skirmishes as it allows you to chase the enemy jungler down.
TRIUMPH: Best option out of the three, great in 1v1's, skirmishes and teamfights, and the other two options are pretty ****.
LEGEND: ALACRITY: Once again, best out of the remaining options. The bonus attackspeed helps increase jungle clear speed and overall DPS.
When it comes to the stat-rune choices, always pick 9% attack speed in the first column (for the improved clear speed and DPS), 10 adaptive damage (for stronger ganks and clear speed. As for the health, armor and magic resist choices, it depends on the game - health vs balanced team, armor vs heavy AD, magic resist vs heavy MR.
E: Audacious Charge Dashes to the enemy and slows them. This is your only form of gap closing, so use it when engaging or save it for when the enemy champion uses their escape (flash/abilities).
R is leveled whenever possible (like most champions). W is maxed first as it deals the most damage early game. E next to increase the attack speed steroid. Q last as it is the only option left to max.
650g+: Skirmisher's Sabre + Control Ward + Oracle Lens
1000g+: Skirmisher's Sabre + Long Sword + Control Ward + Oracle Lens
1300g+: Skirmisher's Sabre + Long Sword + Boots of Speed + Control Ward + Oracle Lens
1650g+ Skirmisher's Sabre + 2x Long Sword + Boots of Speed + Control Ward + Oracle Lens
Rush Warrior, then build either Mercs (vs CC and AP) or Tabi (vs Auto-heavy champions and AD). I'd say I go Mercs 80% of the time, and Tabi 20% of the time. Mercs is almost always better.
Second Item Choices (Pick One)
Trinity Force (80% of the time, strongest item for Xin when ahead) Always build the Phage component first, into Stinger (when vs tankier champs) or Sheen (when vs squishy).
Sterak's Gage (15% of the time, when behind / you need to be the main tank in your team. Best item in competitive play, pros often build it in LCS/LCK games! Look to build the Jaurim's Fist component first, for the HP stacking passive.
Black Cleaver (<5% of the time, basically a cheap version of Triforce, it is an option but I rarely buy it.)
If you built Triforce, buy Sterak's into Guardian Angel next. Completing this build by around 25-28 minutes will make you an absolute monster in the midgame, you should be able to pull off 1v2's and 1v3's. Your teamfight engages will also be very strong. This option is by far the best choice in soloq.
If you built Sterak's, buy Guardian Angel into Dead Man's next. This will make you pretty tanky, and give you decent damage as you have relatively high base damages. Good in competitive play but not as effective in soloq as you need to carry.
If you built Cleaver, buy Sterak's into Guardian Angel next. I almost never run this variation, but it is useful when you have low income as the items are cheap. You will typically finish this build much earlier than the Triforce build (~23-25 mins), which lets you have earlier powerspikes, but the cost would be that you scale off much harder.
Situational (Final Items)
At this point, the game should already be over, you get outscaled by most champions in the lategame (past ~30 mins) so this final item doesn't matter much, but here are just some options that I run in this situation.
Adaptive Helm, vs recurring AP damage (IE: Kogmaw, Ryze, Singed, Kaisa, Rumble, etc.)
Youmuu's Ghostblade, when you need to assassinate or get lategame picks.
Blade of the Ruined King, when your team just can't kill the tanks and you need to do the job.
Randuin's Omen, vs crit AD champions (most ADC's, Yasuo, Tryndamere, etc.)
Spirit Visage for MR and tankiness, item passive synergizes with your passive
Optimal Full Builds
Standard (Run 90% of the time in SoloQ):
Warrior → Mercs → Triforce → Sterak’s → GA → BOTRK
Alternate (Run 100% of the time in competitive, 8% in SoloQ):
Warrior → Mercs → Sterak’s → GA → Deadman’s → Adaptive Helm
Gold Efficient (<2% in SoloQ and in competitive):
Warrior → Mercs → Cleaver → Sterak’s → GA → Ghostblade
#1 Red Buff → Opposite Side Crab → Gank/Invade
If top or mid is an easy gank, go for this route. If there is no gank available, and your mid/top has priority, look for an invade on the enemy red/raptors. If they have already taken those camps, take the enemy Krugs and look for a gank top.
#2 Red Buff → Blue Buff → Gromp → Scuttle Crab → Gank/Farm
With this route, you get level 3 so your damage output is extremely high. Look for ganks mid and top, and if this isn't possible then go back to farming your wolves, red and krugs. Doing so will give you around 1075g, enough to buy Skirmishers Sabre, Long Sword and a Control Ward.
#3 Red Buff → Krugs → Gank/Farm
If bot looks like an easy gank, take this route. If the gank fails, farm crab and look to vertical jungle (enemy blue buff to gromp into wolves), as they will usually be counterjungling your top side. Additionally, this route gives you the highest amount of XP, and you will likely end around level 4 and a half.
#1 Red Buff → Opposite Side Crab → Gank/Farm
Similar to the blue side route, just on the opposite side. Look for ganks bot/mid, if no options are available, invade their raptors (as the will usually be up), then farm your botside jungle (blue buff, gromp, wolves).
#2 Blue Buff → Gromp → Crab → Gank/Farm
Decent route for a mid/bot gank, very time efficient, however you won't have red buff so your gank pressure is slightly weaker. If gank isn't available, pressure/push mid then move into your red buff. (tax a few minions to get level 3 ^_^)
#3 Blue Buff → Red Buff → Crab → Gank/Invade
Similar to the route in blue side, look for ganks mid/top and if this isnt possible, look for an invade on the enemy blue buff.
There are obviously other jungle paths that you can take, but I believe that these are the optimal paths. I rarely ever run any other jungle path (though this may be subject to change in the future!.
E → AA → Q → AA → AA → AA (Knockup) → More AA's
Bread and butter combo for Xin, master this before anything else as every other combo incorporates this. It cancels the animation of the auto attack with the Q-empowered auto attack to allow for higher dps.
E → AA → Q → W → AA → AA (Knockup) → More AA's.
This combo procs phase rush even if you miss the second part of your W. Make sure to Q to animation cancel your AA and W to animation cancel your Q for maximum DPS. This will be the pre6 combo that you will be using 90% of the time.
Alternate Standard (Gank) Combo
E → AA → Q → AA → AA (Knockup) → W → More AA's
If your Q auto's are guaranteed (maybe they don't have flash?) use this combo, to guarantee that your W hits. Pre 6 combo.
All In Combo
E → AA → Q → R → W → AA → AA (Knockup) → More AA's
Use this combo whenever you want to 100-0 someone. It is by far the highest damage combo as it maximizes your ult damage. Ensure to animation cancel auto with Q and animation cancel Q with R and animation cancel R with W.
Discount Insec Combo
E → Flash → R
Ensure that your flash before your E hit's the enemy champion, otherwise this won't work. Quite difficult to do and rarely useful, but probably the flashiest thing you can do on this champion.
Q (minion) → AA (minion) → Flash → E → AA (Knockup) → R → W → More AA's
This is to engage fights through a lane in a way that will surprise your enemy. Will be your bread and butter in the midgame.
Flash → R → E → AA → Q → W → AA → AA (Knockup) → More AA's
Done from the bush, gives no time for the enemy to react and also has the highest burst of any of the other combos.
TLDR: Try to accelerate your gold and xp as much as possible, aim to be around 12cs and 1 level up on the enemy jungler. GANK, PRESSURE, INVADE, DENY. Ideal item timestamps for the early game would be:
8:00 for Warrior
9:50 for Mercs or Tabi
11:00 for Phage
13:00 for Sheen or Stinger
TLDR: Aggressively use Flash, use the surprise and bush combos to make plays. Take objectives, group with your team, don't split or powerfarm your camps, make something happen. Ideal item timestamps for the mid game would be:
17:00 for Trinity Force
22:30 for Sterak's Gage
25:45 for Guardian Angel
TLDR: If you get to this point, hope your team carries you. Buy Rageblade, focus the tank and use ult to block damage.
