Glacial Singed is an build made around Glacial Augment rune, it works great on Singed because of the options that Inspiration offer beside it's main keystone. For example with Magical Footwear you will get more movement speed and free boots, which is great for Singed, the single downside of it is that you will need to wait a while to get your boots.
Minion Dematerializer is great for proxy, as you will be able to instant clean the cannon minion once you get the dematarializer, also if you do not plan to proxy you can use it just to push the lane.
Approach Velocity will help you chase faster any enemy you CC, and with that build you will do that a lot.
Ravenous Hunter will help your proxy a little with the healing you get from it, the other option would be Ingenious Hunter for more item orientation, and being able to spam more your actives.
Ghost Poro add some extra vision, but you can choose any rune you prefer.
Hextech GLP-800 is one of the best items for that build, it provide a lot of versatility as you can use it for literally anything you have in your mind, chase, escape, farming!?
good for chase/escape/zoning, or get vision on objectives depending of situation, how exactly you get vision on objectives with it? Well let's say you think they are at baron, just go close enough, trigger Twin Shadows and if they were the shadows will chase them and get vision, if not, you know they aren't there. Pretty simple right?

Well I still experiment this build so I can't get in depth with it, but you may try it, is extremly fun to play, but don't know yet if worth or not compared with regular one.
