Sell your Frostfang to make room for your last item, you won't need the gold anymore.

20% Movement speed (Max 40%)
Ardent Censer gives you 8%
Twin Shadows gives you 7%
Shurelya's Reverie gives you 5%
Meja's Soulstealer gives you 10%
Spellbinder gives you 10% (Optional)

20% Cooldown Reduction (Max 40%)
Ardent Censer gives you 10%
Twin Shadows gives you 10%
You can pick up the 2 last items for extra cdr if its important.

Ability power (240) (RDC = Rabadon's Deathcap)
Ardent Censer gives you 60 (+24 RDC)

Gameplay

Early game
You should play safe.
Every roam costs you xp, cost you money so don't roam
Keep poking (10g-20g per poke)
If you're in danger of getting blown up, poke with tornado only.
Do not tornado minions, your adc will love you forever.

Mid game
You should be able to out-sustain every fight.
Your shield should give your adc the damage of a Pickaxe.
Make sure to ward properly and make good use of your Farsight Alteration.
Don't be hanging around if you're low on health.

Late game
You can now roam all you want but you shouldn't go anywhere you have no vision.
Always stay with a teammate preferable someone that benefits from the extra attack damage.
Monsoon doesn't have to heal, you can quickly cast it to knock away 3 enemies, then run rather then channel.
All the additional Ability power should now pay off.
You should have 20%-25% movement speed from items.
You should have extra movement speed from Zephyr
If you die continuously you really should sell Mejai's Soulstealer if you bought it.
Your shield gives 80-100 attack damage and 700-1000 shield (depending on your items).
You can now wave-clear with Howling Gale in base and Eye Of The Storm turrets.
