Spells

For a support I feel Teleport is a must for a successful early game. As a support one should never feel secure recalling and leaving their ADC alone at bottom lane. Regardless of the skill level of the ADC adopting this protective mentality can lead to better overall performance as opposed to only caring for only your life. Whether your ADC is being pounded at bot lane alone, you have died, recalled or if it is to cover/save a dying top or mid lane, Teleport is one of the most useful spells in the game.

Now for most supports exhaust is a no-brainer. In this situation it is one of the most useful spells in your arsenal. For an easy first blood combo your Dragon Strike, Demacian Standard with your Golden Aegis and throw on Exhaust for the ultimate slow. This gives your ADC a siting duck of a target ===> easy first blood. (Please don't perform this spectacle near their turret or you'll be the sitting duck).

Other Viable Spells:

Other spells you may use in place of Exhaust may be Heal for your ADC and your own sustain and Flash if you feel insecure about an early game gank. I never recommend switching out Teleport because of its usefulness in all stages of the game and for the reasons stated above(trust me).

Runes

Marks:

greater mark of armor penetration

This is the most important rune is your arsenal of runes by far. Armor penetration along with Jarvan IV's high base damage gives his abilities, specially Cataclysm, maximum potential.

***There are no alternatives for this rune selection. Armor Pen is do or die***

Seals:

Greater Seal of Armor

Being a tank the greater seal of armor is a given. A little armor buff in early game is invaluable.

or

Greater Seal of Health Regeneration

This is a viable alternative to Jarvan IV's early game giving you a bit better sustain but not completely necessary.

Glyphs:

Greater Glyph of Magic Resist

This is good for starting a game when you don't know the nature of the enemy support, you armor seal covers AD supports and ADC while your magic resist glyph gives you cover against a possible AP support.

or

Greater Glyph of Armor

If you are 100% sure of an AD support or you like to live life on the edge then throw on armor glyphs for added AD resist.

Quints:

greater quintessence of armor penetration

In my opinion quints are a toss up. If you prefer a mini AD buff go with Greater Quintessence of Attack Damage and if you want to be more secure at bot lane early game go for Greater Quintessence of Armor. When it comes to my recommendation go with the greater quintessence of armor penetration, this will magnify the effect of all abilities and autoattacks early game. And why not over do the armor penetration? Its a magical thing.

Early Game

Early game is always the shakiest and usually sets the tone to a match. To get your ADC off to a good start it is critical to build tanky and bully the enemy bot laners. For this I like to rush Warmogs armor to give max early health and to create an impenetrable barrier between the enemy ADC and mine. Boots are always good with any champ and adding a long sword gives J4 a tiny damage buff.

The key to playing a successful support Jarvan is to bully while in lane phase. If you bully your opponents support their ADC will most likely follow in retreating. In this situation if they chose to back up this gives you map control and the intimidation factor. If the enemy ADC chooses to focus you then your ADC has an easy shot at theirs.

Along with being aggressive Jarvan also has one of the best support oriented combos in the game. Pre-six Jarvan can initiate as well as cover a low health ADC with a Dragon Strike and Demacian Standard. This does damage as well as knocks up enemy opponents, making them an easier target for you ADC. Combine this combo with Golden Aegis slow, and you have just knocked up one or multiple enemy opponents as well as giving yourself a nice health buff for a couple seconds.
