Runes

For the runes, i get Greater Quintessence of Desolation and Greater Mark of Desolation for early game ownage. At level 1 with one Judgment you can almost kill a squishy.
Greater Seal of Evasion is for more dodge! For running and chasing.
Greater Glyph of Scaling Cooldown Reduction comes in handy for your Demacian Justice, but all other skills too.

In offense, I get improved exhaust because it's one of my summoner spells, and critical chance because it makes the spin hit more.
Cooldown reduction is very useful early, middle and late game, for shorter cooldowns on all your spells.
Magic penetration is very nice for your ult.
Armor penetration, obviously, because you deal mostly physical damage.

In defense, I get armor, to get the reduced physical damage mastery too.
And 1 point in magic resist. Better than nothing!
More dodge! (when you get the +10% movement speed increase mastery it's very useful)
Health is great for early game domination.

Get Boots of Swiftness as soon as possible. It'll really piss your enemies off, and it'll force them to buy boots too. Some people may also waste their money on these boots to run away! You don't really have any much more choices though. For Garen, these boots are by far the best, except Mercury's Treads when they have a lot of heavy CC, ex: Stuns

Get Avarice Blade next mostly for the money, but also for the damage improvement on Judgement.

Against a balanced team, you should get a Chain Vest and a Negatron Cloak to reduce their damage a lot. If they are mostly physical, get 2 chain vests, and if they are mostly magical, get 2 negatron cloaks.

Finish your Youmuu's Ghostblade with your already bought Avarice Blade to chase down people and run away much more easily!

Next, get a Giant's Belt for all-around survivability, and upgrade your Negatron Cloak into a Force of Nature for more magic resist, movement speed, and EPIC HEALTH REGEN.

Sunfire Aegis is next on the list. This item works very well with Garen, because of it's AoE magic damage which helps you farm, and while using your Judgment you hit more.

At this point the game should be finished, but if it still isn't, the other team should be fairly strong, so get Warmog's Armor so you can take more damage.

And finally, Atma's Impaler is a really nice item, because you should have around 4000 health, and this will give u around 80 bonus AD. If you don't have this, you will just be ignored because you don't do enough damage.

Quicksilver Sash against Surpress
Banshee's Veil against heavy CC team
Frozen Mallet to help catch these runners!
Mercury's Treads if they have a lot of CC in general
Hexdrinker against last hitter ult's
Examples: Requiem Finales Funkeln Trueshot Barrage
Last Whisper if they are stacking armor
Ninja Tabi if they have a lot of auto-attackers
Thornmail if they have a lot of physical damage
Heart of Gold MORE GOLD!
Randuin's Omen if you want to be a full-out tank

Guardian Angel Scam item. 90% of the time just makes you die another time. Not worth the 5 minute cooldown.

Early game: Last hit, zone, all the usual stuff. When they get close use Decisive Strike and Judgment your way to glory. When you get Demacian Justice, killing is even easier.
Usually, using exhaust or flash is a free kill, but flash should be used smartly, for example, to get away from ganks and such.

Middle game: In my opinion, this part of the game is when Garen shines the most. Does decent damage, and is pretty hard to kill. Try to get Boots of Swiftness by level 6 (your first recall) and Youmuu's Ghostblade by level 10. You should be able to gank easily with exhaust.

Late game: At this stage, Garen starts doing a little worse because everyone does a good amount of damage and has some survivability. To counter this, Garen should get more offensive items such as Last Whisper and [Atma's Impaler
