This lane is plain stupid, there's not much you can do until mid game.
Try to farm as much as you can, since he has a high kill pressure over you and probably you will have no pressure over him until you get a sunfire cape.
Max your Q to clear waves safely and ask for ganks.
Pay attention to his fury, if he has over 50 (red bar), use your shield to absorb his W's damage when he jumps in. If he misses his combo, blow your shield to damage him. Play passively.
He has sustain, you dont, remember that.
You can duel with him by lvl 13, with 2 itens, and probably will do as much as he does in teamfights.
Darius
Somewhat stale lane.
Max your E first to poke him down. Try not to get pulled after lvl 4, or you will die (specially after lvl 6).
Farm as much as you can, you'll scale better into the game, as long as you dont die to him more than 2 times.
When he is below 50%, be carefull not to get greedy, as he might still kill you after lvl 6.
Fiora
Really easy lane. Max your Q and land a charged one on her when she tries to farm, if she jumps on you, pop up your shield and fall back, as she gets the minion aggro, blow your shield.
If she wins trades against you, poke with W and save Q for when she uses her second dash on you.
Rush a randuin and it's a free win.
Remember not to dive a fiora.
Aatrox
Same thing as fiora, but he has a poke skill and sustain, and can also set up a gank.
Try to dodge the knock up and avoid his lvl 2 all in and everything shall be fine. Max Q first and bully him in lane.
Also, pay attention to his W. After he lands 2 hits on minions, he might try to land an AA on you, so, shield against it.
Garen
You won't kill him. He will kill you if you overextend. Simple as that.
Pop your shield when he tries to silence you, hit him with a charged Q when he tries to farm.
Cho'Gath
Tons of poke, CC and sustain, kind of a hard lane.
Try to dodge his Q, and avoid duelling him lvl 6.
You won't kill him, so, max your Q to clear the waves since he pushes them hard.
Nasus
Really easy lane as long as he doesn't farm.
The secret here is not pushing the lane, while beating him back to base.
Max your Q and use it to poke him whenever he's gonna Q a minion.
Use your W when he's gonna land his Q, it's gonna absorb all the damage until around lvl 11 or when he finishes a trinity.
Rengar
kind of a stale lane.
He has some kill pressure on you if he lands an empowered Q on you early on.
He has sustain and some mobility, and also consistent early damage.
Some players tend to use their E to poke him down, but personally, i prefer using Q, since when it's on a lower CD, it can save you from him sometimes.
Pantheon
Stupid lane. Get all the armor runes you can and rush sunfire cape.
Until there, you'll be bullied like no tomorrow.
Try to use your W when he pokes you with Q if he maxes his Q first.
If he maxes his E, max Q to cancel it.
Swain
Regular lane until lvl 6. After lvl 6, get over it.
Farm as much as you can early on, your choice to max E or Q, i advice putting 2 points on E early then maxing Q, since poking a swain isn't really gonna help you at all.
Rush a Banshee's if you're your team's frontline, or if your jungler's a bruiser/tank, a hexdrinker.
Heimerdinger
Nothing you can do here, but you can still push his turrets away with your E.
>REMEMBER, IF HE USES HIS ULT-TURRET, YOUR E WILL PUSH IT AWAY FROM TEAMFIGHTS<
Max your E and hope to hit him with his turrets, while trying to farm.
Luckily, if you land some minions/turrets on him early on, you might burst him down lvl 6 if you land your ult.
Cassiopeia
You will be poked to death.
Max your E and try to hit her, since she's squishy and has no sustain, you might press her out of the lane, granting you some air.
Avoid being in her Q range, get boots as fast as possible to avoid being melted by her E.
Zed
Stale lane.
Both of you can farm safely, and he has no kill pressure over you until lvl 6.
If he ults you, you have enough CC to lock him during it's duration.
Max your Q to farm and poke him when he's gonna CS.
Alistar
He has poke and sustain.
He'll probably keep W'ing you until you're out of the lane, something that can be avoided by using your W.
Max Q and hit him when his Q/W are on CD.
Akali
easy lane until she gets some sustain.
Max your Q, and pop your W when she marks you with her Q before lvl 6.
Lvl, shield up when she jumps on you.
She has some kill pressure over you, but you can still win this match up by not letting her poke you down early and playing safe later.
Get a hexdrinker.
Gnar
really easy lane untill he gets a sunfire/BoTRK.
Maxing your E to poke him can be effective in lane, but when he gets some hp/sustain, you'll lose all your duels.
Maxing you Q will need you to land it on him, which is hard since he has many means to avoid getting hit by a charged Q (jump/stun).
Farm and get a sunfire cape. Poke him early and play carefully by lvl 11.
Irelia
Really depends on the player.
A good irelia player won't stop bothering you with stuns, denying your farm, while sustaining back, so, max your Q and charge it to stun her when she tries to farm or after she stunned you. Use your shield when she jumps at you.
Not the easiest lane. Rush a randuin and you'll do fine.
Xin Zhao
Let him push the wave, rush a randuin, max Q, simple as that.
If he gets ahead somehow (getting double buff on a failed gank P.E.) sacrifice some CS to avoid snowballing him.
If he dives you, he dies.
Yasuo
There are many ways to deal with yasuo.
You can max your E and poke him, since he's squishie and has no sustain.
You can Q him down, which is harder duo to his mbility, but his W wont stop it.
OR, you can go brain dead, max your W and blast it out on him for the lolz.
Just avoid getting baited. Generally get a sunfire if the lane's hard, or get some damage if he's not good.
Gragas
He can poke you hard, can sustain your damage and burst you down if you let him to.
Max your Q, farm, W his abilities.
Kayle
Hard poke and a bit of sustain.
Generally, max your E to poke her down and avoid too much contact early.
Jayce
Simply dodge his E>Q. If you can't dodge, use your shield.
He probably won't be in range to hit your Q, so, most of the time you'll find E more usefull.
Jax
You'll need patience here.
Never use your Q to poke, or else he'll jump at you and melt you down.
Maxing your E is most of the time the best way to deal with Jax.
Use your W to poke him and your Q to disengage.
Maokai
Poke, sustain and you cant kill him.
Max your Q and farm.
Don't overextend or else he might burst you early.
Nunu & Willump
Stupid match up.
This may sound even more stupid but try maxing your W, since you won't kill a nunu, and when he E's you, your shield will absorb all the damage and you can blast it on him.
If not, max your E and avoid being on his range.
Get boots on the first way back.
Lulu
poke
poke
poke
Max your E and poke her too.
Riven
Really skill dependant.
Against a good riven, get all the armor you can, max your Q, let her push the lane and farm.
You can solo her if she goes for tiamat first and you get sunfire, and long as you dont Q her shield and blast your shield on her.
Avoid maxing your E, since she has enough mobility to dodge it easily, making you just waste mana.
Master Yi
poke him with W, save your Q to land on him when he all-in's you.
Rush a sunfire cape, since randuin wont help much when he ults.
Quinn
versus an aggressive quinn, it's kind of easy.
She'll E you to poke you, so, land an E on her dash to slow her down, then land a charged Q. Repeat that until she's out of the lane.
If it's a passive quinn, max your E and try to poke her. She'll disengage you whenever you get close.
Also, remeber: if she uses her E to dodge your ult, she gets stunned anyway.
Shyvana
She's tough, but has no innate sustain.
She has decent dps and can be a problem when she gets some sustain and/or defenses.
Max your Q and poke her before lvl 6. After lvl 6, poke with W and save Q for disengaging
Dr. Mundo
He won't do anything early, really.
Dodge his cleavers.
Once he gets some itens, he'll probably force you out of the lane through outsustain.
Max your Q first.
Jarvan IV
Avoid his lvl 2~3 all in.
Get all the armor you can.
Max your Q first.
Pop your w when he uses his standart in your direction.
poke him with W and save Q for disengaging.
Dont forget enemy/ally jarvan's ult AND E stop your ult (thx rito).
Mordekaiser
Really hard lane.
You won't damage him, and he will poke you down.
Maxing E grants a safer lane, while maxing Q might grant you an easier time on ganks, plus a solid clear wave, since he'll push you under tower.
LeBlanc
Poke and burst, no sustain.
You will never land a Q on a LB unless you hit her with your ult.
She'll keep Q>W'ing you to death.
Max your E and avoid getting combo'd to death.
Try using your W to shield her burst.
Malzahar
Max your E and throw his voidlings back at him.
Besides that, he'll poke you hard with his E.
Try not being close to minions affected by this skill to avoid getting AIDS and dying.
Shen
He can outsustain you in lane. he also has a shield, so, pretty much a mirror lane, except his poke is point-and-click.
Max Q to poke him when he tries to farm when his taunt is on CD.
Avoid getting taunted before lvl 4.
Talon
abuse him early, as he will burst your teammates to death.
Q him when he tries to farm, use your W when he jumps at you or blast it when you land a stun.
Poppy
Never stay close to walls.
Use your W to absorb her Q.
Max Q first.
Tryndamere
Really easy lane.
Rush randuin and max Q first.
poke him with AA's and E, and when he spins at you Q him down.
Ryze
Max E first, or else he'll poke you out of the lane all the time.
Singed
You won't kill him anyway, so, max Q to push the waves to avoid proxy farming.
Zac
He will sustain your damage and poke you back.
Max your Q and try dodging his E.
Rumble
Get 2 points on E then max Q.
charge your Q when he's using his flamethrower.
Avoid spamming E since he can also spam his shield.
Lissandra
If you can't dodge her Q, max your E to poke her. 3~4 minions and she'll be at 1/4 hp by lvl 5.
Or else, max your Q, dodge her's and hit her then blast your shield. do that twice and she's dead.
Just be carefull, since she can set a gank really easily.
Morgana
Just dodge her Q.
If she lands it, pop up your shield.
Max your Q since she has sustain in lane and shield, then all you'll gonna do is farming anyway.
Volibear
Max your Q and land it when he throws you.
use your W on his W.
somewhat stale lane.
Brand
He will poke you down, and you probably wont kill him, while he has a bit of kill pressure if you overextend.
Max your E and try to poke him out of the lane.
Urgot
Really hard lane.
If he lands a grenade, you'll be melted down hard.
Get boots as early as you can.
Max your e to avoid his range.
Vladimir
hard poke and sustain.
It's almost impossible to win this one alone.
Max your Q to push the waves and ask for ganks.
Don't be tempted to ult him when he baits you under his turret, since he has his pool.
You can also max your E first to maintain your distance while farming using it, but keep in mind he might press you under tower by doing so by the later levels during the lane phase.
Yorick
Similar to vlad, more poke, but less survivability.
You can avoid all his damage using your E, and you can also throw his minions at him.
Or you can max your Q to burst him down while mitigating his poke with W.
Wukong
W when he jumps at you, Q him back.
Easy lane, get some armor.
Vayne
She can poke you down, melt you later on and dodge everything you have.
But if you land minions on her with E, she'll go back to base in no time.
Teemo
max your E and poke him, or farm with Q and wait him to go agressive. Somewhat easy lane.
Azir
He'll poke you down. But you can poke him down, too. Max your E.
His ult blocks yours, so, be carefull.
Fiddlesticks
max your E to poke him, and let him suck you. Land a Q.
Kassadin
easy lane until lvl 6+
Max your Q and poke him when he tries to farm.
use W to mitigate his poke.
Katarina
you cant really do much against a good katarina. Max your Q to farm safely or E to poke, your choice.
You can burst her down early if you go for brutaliser, since she's really squishie, but do that at your own risk.
Diana
She can poke you and shield herself from your poke.
Little to no kill pressure on both sides, but she can still kill you if you have wasted your Q and have no flash/ult.
Karma
Have you ever played street fighter?
It's really similar to that.
Max your E.
Fizz
If he's ap, hardly ever he'll do much.
If he's going AD, then save your Q and hope to land on him DURING his dash, or else he'll just dodge it with E and melt you down with AA.
Rush a randuin versus an AD fizz.
Malphite
you won't kill him, and he can kill you setting up a gank.
Max your Q and farm.
Olaf
He can sustain a bit of damage early, but you can still poke him out of the lane. He might all-in you by lvl 6, rending your CC useless, so, fall back and wait his ult to end, then combo him.
Karthus
Max your E and stay away from him.
It's a good idea to get boots as fast as possible.
Gangplank
W his Q. That's pretty much it.
He can sustain a bit of your poke, and can poke you with those high crits, but it's a really stale lane.
Usualy max your Q to farm and poke him when he goes melee to farm too.
Galio
he can poke you, and you can't kill him, and vice-versa.
So, farmfest.
Max your Q and farm.
Nidalee
She'll poke you hard and sustain all your poke.
Max your Q and try to land a charged one when she jumps at you.
Dodge her spears and farm.
Skarner
Not the most common top laner, but he's a good duelist.
Max your Q and poke him. When he gets a BoTRK, trinity and a defensive item, it'll be harder to duel with him.
Warwick
similar to skarner, but this one got tons of sustain.
Max your Q and avoid pushing too much the lane, or else he'll set up a kill on every gank post 6.
Udyr
Even though he's a pure melee champion, which's the easiest type of match up for sion, he has sustain, damage and CC to endure the lane phase. Max your Q and use your W to poke him.
Rek'Sai
Really easy lane.
Max your Q and poke her out of the lane.
She has some sustain and dps, but can't melt your shield down that fast, and cant sustain all your poke.
Annie
She'll poke you with AA and burst you when you get low.
Max your E and keep your distance.
Ahri
Max E to poke her, or Q to farm and poke her when she's on CD's.
Get hit by too many Q's and you're out of the lane.
Anivia
She'll keep her distance early, so try to poke her while that, if you wish.
Most of the time you'll want to max your Q to push back the lane, since she really pushes it post 6.
Her W stops your ult(ally anivia's too), and she'll save it for that most of the time, so, be carefull.
only use your shield when she's gonna hit her E on you shen you're under her slow/stun.
Trundle
His pillar stops your ult(ally or enermy). He has a bit of sustain, but not enough to deal with your poke. Max Q first, don't dive him and you'll be fine. You probably won't kill him, as he won't kill you.
Zyra
She can poke you out of the lane if you're in her range, so, max your E.
You can push her plants away, too.
Kalista
Really stupid match up.
Max your E so you wont be in her range, or else, she'll start AA'ing you and hopping around until she finishes you with her E.
Farm safe and ask for ganks.
If you land an ult on her, you can burst her down. If you fail, you'll be dead, probably.
In teamfights, she wont bother you that much when you get a sunfire and thornmail.

For runes, it will depend on the enemy team composition, mostly.
Keep in mind that the most usefull runes on Sion are, generally, HP, armor, magic resistance and cooldown reduction.
Attack speed is really lackluster, since Sion is heavy dependent on abilities, and the attack speed on Glory in Death is capped at 1.75.
Also, if you want to deal more damage, note that a big part of his damage is magical ( Soul Furnace and Roar of the Slayer), so, most of the time you'll find yourself using hybrid penetration over physical, but it will really depend on your play style. Stacking HP will also increase Soul Furnace damage. Flat AD/AP runes might not be as usefull as penetration runes since Sion's skills don't scale as well as, lets say, Heartseeker Strike, but may be usefull if you are having a hard time last hitting.
For a generic rune page, i would recommend:
Runes
Precision
Fleet Footwork
Dark Harvest
Phase Rush
This page will allow you to have a consistent lane phase, with plenty mana regen to keep you in lane, hybrid pen to boost a bit of your skills' damage, since their base damage is really decent.
The HP quints are really situational. They wont be really worth using unless you stack about 4500 hp (0,045 x 4500 = 202,5).
So, if you dont plan on farming HP too much, it might be wise to stick to more penetration runes, move speed or armor/magic resist, or even cooldown reduction, lets discuss this later.
Rune page when facing a heavy physical damage oriented opponent (, , , , , among others):
Runes
Precision
Fleet Footwork
Phase Rush
This page is well suited for a passive-agressive laning against strong AD lane bullies. Since it will provide you with 20 CDR by lvl 18, with the masteries, you can focuse on getting a Raduins Omen over a Frozen Hearth, that will be most usefull against, for example, , since it gives you more HP.
Rune Page when facing magic damage oriented opponents (, , , , , among others):
Runes
Precision
Fleet Footwork
Phase Rush
This page will help you hold the lane against heavy pushers, like , while giving you some early trading capabilities.
It's also a good idea to get scaling magic resist runes against enemies with a weak early lane (, ). That would look like something like this:
