Even with the most recent changes, you deal about the same, if not more damage, with a really mana heavy build. Also, you're going to run out of mana super fast.
Usual build gets
Tear of the Goddess, something that builds from catalyst the protector and
Glacial Shroud.
This gives you a good mana pool and you're pretty tanky to make up for your low-ish range.
Void staff is still a "yes" though.

Ryze is Tanky-DPS. Mage style.
He gets a free 10% CDR from his Q. We're going to leave it at that for now.
Moving on to your items, he's getting 0% bonus CDR. 10% if you choose to get
Elixir of Brilliance later on sitting you at 20%. While this isn't bad, your passive won't give you enough "free CDR" to do the 'DPS' portion of 'Tanky-DPS'
Those items that you have listed up there are also having you sit on the squishier side of a mage. With a little armor from
Zhonya's Hourglass and a smidgen of MR from
Lich Bane, if you get that far, all you have is HP to make your escapes with. This'll let pretty much any champ who gets in range kill you without a second thought.
Secondly, if you swapped out the
Rylai's Crystal Scepter for
Glacial Shroud-->
Frozen Heart, you would have the CDR, but not the mana pool to do a decent QRQWQEQ combo every time it's up without basing frequently. (That's not the exact combo order, but it's close enough.)
While
Rod of Ages is an appropriate replacement for the usual
Banshee's Veil, it means you have to try just a little bit harder to win trades because you don't have that extra MR and the free spell block.

i fixed it up, the Lich bane replaces the boots and i wont lose all my speed because it does have a 7 percent speed boost

If you have no boots and a Lich bane instead, you're only getting about 21 move speed.

it's okay. though i disagree with rylai's personally. however, i do strongly disagree with selling boots for lich bane. have you seen ryze's AA animation? also, ryze spam spells. stopping to AA will decrease your dmg output.

Ryze scales exceptionally with mana, and it's one of the main reasons he's so strong. He can build really defensively, and still get a bunch of damage.

You need to understand that you don't build Ryze as an AP carry in the traditional sense. No Deathcap, no Zhonya's Hourglass, nothing. You stack mana.
