The Pantheon man drop nerfs...they suck. REALLY bad. Did it in ARAM. Level 3 distance is from base to inhibitor it seems.
I main...the entire top lane.
I miss: Tank Rengar top, AD Nidalee, Mash Keyboard Ryze...the OPs

All champions have had their base armor increased by 4, with the exception of Ziggs and Gragas.



Gragas

Stats
Base movement speed reduced to 330 from 340.
Base attack damage reduced to 55.5 from 55.78.
Attack damage per level increased to 3.5 from 3.375.
Magic resist per level increased to 1.25 from 0.

Happy Hour
Now restores 4% of his maximum health instantly, instead of 2% over 4 seconds.
Now has an internal cooldown of 8 seconds.

Barrel Roll
Damage reduced to 80 / 120 / 160 / 200 / 240 (+60% AP) from 85 / 135 / 185 / 235 / 285 (+90% AP).
Duration for the cask to explode automatically reduced to 4 seconds from 5.
Cask will now highlight its maximum range while idle on the ground.
Attack speed slow removed.
Now slows movement speed by 30 / 35 / 40 / 45 / 50 %.
The damage will now ramp up to 120 / 180 / 240 / 300 / 360 (+90% AP) and the slow to 45 / 52.5 / 60 / 67.5 / 75 % over the first 2 seconds, as the alcohol "ferments". The barrel will change color to indicate that it is fully charged.
Cost reduced to 60 / 65 / 70 / 75 / 80 from 80 / 90 / 100 / 110 / 120.
Cast range reduced to X from 950.

Drunken Rage
REVISED ACTIVE: Gragas takes a long swig from his barrel, disabling his ability to cast or attack for 1 second. Upon finishing his drink, Gragas' next attack within 5 seconds will deal 20 / 50 / 80 / 110 / 140 (+30% AP)(+8 / 9 / 10 / 11 / 12% target's max health) bonus magic damage. Gragas gains 10 / 12 / 14 / 16 / 18% damage reduction for 3 seconds starting from the moment he starts drinking.
Gragas can now move during the channel.
No longer restores mana nor grants attack damage.
Damage reduction duration reduced to 3 seconds from 20 seconds.
Damage reduction is now applied instantly rather than after completing the channel.
Channeling for the full duration now empowers his next attack.
Cooldown reduced to 8 / 7.5 / 7 / 6.5 / 6 seconds from 25 at all ranks.

Body Slam
Damage changed to 80 / 130 / 180 / 230 / 280 (+60% AP) from 80 / 120 / 160 / 200 / 240 (+50% AP)(+30 / 40 / 50 / 60 / 70% AD).
No longer slows movement speed.
Now briefly knocks back and stuns all enemies hit for 1 seconds.
On-hit cooldown reduction reduced to static 3 seconds from half.
Cost reduced to 50 from 75.
Cooldown increased to 16 / 15 / 14 / 13 / 12 seconds from 12 at all ranks.

Explosive Cask
Damage reduced to 200 / 300 / 400 (+70% AP) from 200 / 325 / 450 (+90% AP).



Graves

Quickdraw
Cost reduced to 40 from 50.

Collateral Damage
No longer deals reduced damage to enemies behind the initial target.



Lulu

Help, Pix!
Shield/sight duration reduced to 5 seconds from 6

Whimsy
Bonus movement speed ratio reduced to 7% per 100 AP from 10% per 100 AP.



Ziggs

Stats
Base health reduced to 350 from 390.



Feast
On-kill health restored increased to 3 from 2.



Greater Seals
Armor reduced to 1 from 1.41.
Scaling Armor increased to 3 (at level 18) from 2.7.
Health increased to 8 from 5.35.
Scaling Health increased to 24 (at level 18) from 19.44.
Health Regeneration increased to .56 from .43.

Greater Glyphs
Scaling CDR increased to 1.67% (at level 18) from 1.11%.
Scaling MR increased to 3 (at level 18) from 2.7.
Mana Regen increased to .33 from .31.
Scaling Mana Regen increased to 1.2 (at level 18) from 0.99.

Greater Quintessences
CDR increased to 2.5% from 1.67%.
Scaling CDR increased to 5% (at level 18) from 2.5%.
Attack Speed increased to 4.5% from 3.4%.
Lifesteal reduced to 1.5% from 2%.

Aegis Protection
Will now block any attack of a champion, large monster or large minion attacks, instead of attacks that deal above a certain value of damage.

Aegis of Zeonia
Stun duration changed to 0.5 / 0.75 / 1 / 1.25 / 1.5 seconds from 1 second at all ranks.

Grand Skyfall
Cooldown decreased to 150 / 125 / 100 from 150 / 135 / 120.
Cast range lowered to 2000 / 2500 / 3000 from 5500 at all ranks.
Channel time lowered to 0.5 seconds from 1.5 seconds.
Drop time increased to 2 seconds from 1.5 seconds.



Enchantments moved up and removed from Upcoming.

Riot seems to like nerfing one-point wonders all of a sudden. Now you can feel ****ty about your abilities no matter which skill order you choose.

The Elise nerfs already feel like ****, now Pantheon has to choose between having a meaningful CC or a meaningful damage ability as well.

EDIT: At least they're bringing other champions in line with Nocturne's ****ty scaling CC. :D

Nocturne is likely now a better pickt han Pantheon again, tbh. He already did well maxing his CC second. xD Also, he can reach his destination with his ult faster than he can walk at rank 1, unlike new Pantheon. :D

Skarner needs a full rework like Xerath got. Riot was lazy and tried to keep his abilities intact, but he's honestly just too annoying to balance. His brand of ultimate makes him toxic, just like Vi is currently and Warwick used to be (waaaay back, like in the stone age of LoL). Targeted uber CC is lame, especially when you have permaslows and mega shields with speed boosts. Old Skarner had his stint being ******edly OP back when his itemization was amazing to go along with it.

I honestly think though that his ult should be the only thing that can be salvaged if they wanted to do a full rework. xD

Idk why Riot was so afraid of changing his feel. Their reasoning for Xerath was that his kit was "boring and OP". Was it fun for Skarner players to mash Q, have a ****ty shield and an ability most of them didn't even rank? What part of Skarner's boring, undefining kit were they trying to preserve?

FFS one of the only two thing that stood out in Skarner's kit at all they deleted.
