I love how this list suffers from the movie syndrome where 8/10 is average, 10/10 is good, and 5/10 is awful xD. In my list, 5/10 is average, 6 is good, and anything above is different degrees of overpowered.
4/10:
The active and stats aren't very useful on most AP champs. There are niche champs that love this item, but it is about as good of an item as Rylais
7/10:
This item infuriates me. It is really cost effective, and it works SO WELL on some champs while still being decent on other champs.

I honestly don't know why they decided to buff QSS. Now you can have a cost effective item from QSS. It may be ever better for melees, but I find a good situational item on ADCs.

She depends heavily on her high range, and uses all her spells in one burst. Just because her passive is a mini lich bane doesn't mean you should build one on her.)

The new phantom dancer. It pretty much does everything phantom does but better (more cost effective)., Sacrificing waling through minions for sparks is a pretty good trade imo.

I freaking love this item. I legitimately think it is OP as !@#$. I don't have the slightest idea why no one else builds this. Buying a QSS for your ADC (or anyone else)? HELL YEAH! The heal is kinda useless though. It's hard to use, and you have to be really aware to see who needs it.

Still a useless item. Making is disapear from your inventory is stupid. Because supports are known for having too much gold and not enough item slots, right? Only thing it is good for is buying then selling for 40 more gold than just selling philo stone.

Really good for initiating, and the mana manipulator can be useful. It would be not quite as good as [[twin shadows]] but it keeps the 4 GP10!
