Veigars play rathr aggressive in lane, not like the farmtillate thing. The q stack bonus is just the icing on the cake. veigar's q is a low cooldown nuke that's a good harass in lane. You only stack q's if you know you're not going to be bullied hard.

Ahri W second, single target dmg, e just for ultility.
Aniv wall is nice to have at 4 but you can wait till like 10 to get it.
Annie Q max cos easier last hitting and single target nukeage, guaranteed hit.
Cassi E, if you get any poison off you get so much dps with the 0.5 CD.
Veigar no clue
Vlad is still nice to have that ult damage increase and extra burst.
Xerath if you mean max second, E, get second, E. You want E Q stun combo asap, and for maxing, maxing W gives you nothing on your normal combos, E adds a lot of nice burst.

Actually this is relatively uncommon. Most of the players and guides I've seen (I've done a fair amount of research on this in the past) either max W second asap or max E second asap and leave W much later. I used to put 3 points in E, then max W, but I switched to a very low emphasis on W.
There are some great players who use different orders, I'm just curious as to throat's perspective.

It was worth maxing foxfire first until they nerfed it. Now q is maxed first.
