Against them, resistances do not matter at all. The amount of resistances from Guardian Angel + runes is enough to stop the damage of those who do not go for it and so you still have a minimum amount of resistances left, where resistances are most usefull.

The problem is the first build you're talking about was popular in Season 2, you know back when many health and armor items (obviously) didn't exist.
Atmas BTW for those who can't be bothered gave 1.5% max health directly as AD as a passive and very little else useful.
So why use Frozen Mallet when Dead mans plate, Steraks, and Randuins now exist give a similar amount of health and to a much better job of making you tanky?
Hell even ZZrot has its uses in this build, you aren't stuck with GA or FM, it's not specifically a Mundo build.

The build is too heavy on offense for tanks/bruisers and lacks a strong power spike for fighters/divers.
Most champions that build
Trinity Force end up going really tanky afterwards (like Irelia, though sometimes they'll build BotRK for splitting) or full damage afterwards (like Corki, Gangplank). It's not really feasible to build in the middle.
Instead of Triforce + Mallet you could probably just go
Iceborn Gauntlet alongside
Titanic Hydra, though even that it still too offensive in a lot of cases.
And yeah, as others have said, you do need resistances. Especially against flat armor pen stackers.

Build is way too expensive and you don't want to spend roughly 13k gold before you even start building resistances (even if you assume that one resistance item is enough). I also very much doubt that 2
Rejuvenation Beads is a "fresh new strong top lane start", seems like that'd make you more vulnerable to all-ins or jungle ganks than you should be even if there are champions who could pull it off.
Finally, (as DillButt also mentioned), flat armor penetration (
Youmuu's Ghostblade,
Duskblade of Draktharr) is countered by armor, not the other way around.

Rejuvenation Beads start is directly stolen from Korean LCK, where it was done on
Trundle before his health regen change. The amount of free regeneration it grants you isn't matched by any other combo, especially if you upgrade to
Corrupting Potion at your first back. A great example at the moment for that is
Nasus, combined with his lifesteal it isn't possible to push him out of lane, same goes for
Cho'Gath. (That also referrs to S2, the full sustain top meta, farming endlessly and then coming out super strong)
As for resistances I use the following runepage:
armor marks, armor/lvl seals, magic resistance glyphs, armor quints
This gets the most out of the build and your earlygame, since early the enemy has no significant number of penetration.
For a full build, this leads to 200 armor and 150 MR with 1k more HP than the normal build. The other build has 300 armor.
200 armor reduced means 70 armor, while 300 armor means 125 armor.
Translated to effective HP this means 5000*1.7 vs 4000*2.25
8500 vs 9000
This difference isn't high enough to justify the loss of damage potential my build has. Especially if you start counting in
Guardian Angel which gets stronger the more HP you have.
Why I don't use a differnt item than

Frozen Mallet has with 40 AD a high damage potential combined with the highest HP and an effect which is very strong on champions using this build. I don't like
Sterak's Gage at all, it's shield decays way to fast to make enough use out of it. If you would now add that on top of the build it would definitly make you too squishy.
