I ended s7 in Gold 5 and have currently been an active player for 3 years.
And in s8 i have managed to climb from Silver 2 to Plat 5 playing mostly Singed and Darius but i also enjoy playin champions like Kennen and Gangplank, so i would say im quite an experienced top lane main.
In s6 i picked up Singed in a normal game just to troll and i have played him a lot ever since then! Anyway, i hope you like my guide.

Pros and Cons

you want to play effective, most of the time you have to
land your goo flings. You also have to have a lot of map
awereness when it comes to proxying. Learning to proxy
properly can also be a challenge because of 2v1s or
even 3v1 and knowing what to do when that happens.
For the runes i feel like Singed has a the most potential in the sorcery tree, the best rune here is Summon Aery , as i feel like the two others doesnt bring as much to the table, with Arcane Comet being unreliable to hit and Phase Rush not as usefull because of your allready high movement speed.
For my second choise i went with Nimbus Cloak, it's a really great rune and i feel like it fits singed well because of the movement through units and additional movement speed. Nullifying Orb could be usefull but not as much as nimbus.
Celerity is probably the best choice of rune for the thrid spot just because of the additional movespeed and ap you get. In addition the other two aren't as usefull because you dont have enough CDR to really benefit from it, and i just dont feel like Absolute Focus is a good rune.
In the fourth spot i usually take Scorch but Gathering Storm is also a good alternative for some better scaling into late game. Waterwalking is pretty useless cause i dont feel like youre enough in the river to benefit from it.
Inspiration is imo the best secondary rune set for Singed. It gives him a lot of usefull tools for surving longer and reaching his powerspike items faster.
For the first one i like to use Time Warp Tonic because it's a rune basically designed for singed because it gives him that movement speed and increased potion duration allowing you to stay in lane longer.
In the last spot i chose Future's Market because you can get your Corrupting Potion and Boots of Speed really early, thus getting a head start in the lane.
80 Ability Power
UNIQUE Passive: Madness: Damaging champions increases the damage you deal by 2% per second until exiting combat (up to 10%).
UNIQUE Passive: Torment: Dealing spell damage burns enemies for 1% of their maximum health per second. Lasts for 3 seconds. If their movement is impaired, they take double damage from this effect. 100 max damage per second vs monsters.
After it's change in patch 8.4 i feel like imo rylies has beome the better item to rush because its a lot cheaper than Liandry's Torment and gives better stats for the gold. But Liandry's Torment is far from useless. It gives solid damage and it has a good passive to help burn through tanks and destroy carries, even though the burn passive was nerfed the other passive got reworked from giving magic pen to dealing more damage when in combat. Liandry's Torment Also synergizes well with Singed's abilities and Rylai's Crystal Scepter which is most likely the first item you'll buy.
85 Ability Power
UNIQUE Passive: Your spell damage and summoned minions will slow the target's movement speed by 20% for 1 second.
As Liandry's Torment has been nerfed its time for Rylai's Crystal Scepter to shine, i have reacently been picking up this item first because its really cheap in comarison to Liandry's Torment , in addition to that it has many benefits like a powerful slow, plus more HP and AP than last patch.

UNIQUE Active: Grants +75% Movement Speed to your champion when moving towards enemies or enemy turrets for 4 seconds. After 3 seconds or upon nearing an enemy champion, a shockwave is emitted, slowing nearby enemy champion Movement Speed by 75% for 2 seconds (90 second cooldown).
Next up is one of my favorite items :D. Before the rework Righteous Glory wasnt really much, it only gave some mana and hp. But after it's rework it has become a great engage and sustain item for Singed giving him many stats like CDR, Armor, HP regen and an insane movespeed boost. I suggest taking this item second if you are against ad champion in lane. It can also be used to roam with Teleport
Consume a charge to restore 125 Health and 75 Mana over 12 seconds and grants Touch of Corruption during that time. Holds up to 3 charges and refills upon visiting the shop. While under Touch of Corruption, your single target spells and attacks burn enemy champions for 15-30 magic damage (depending on level) over 3 seconds.
Corrupting Potion is the best item to pick up on first back for Singed. It helps him sustain in lane giving both health and mana which he can quickly run out of when proxying and trading, not to mention the good damage you get from its passive. I usually delay the selling of this item as much as possible because it gives really good sustain in lane and fights. You usually want to sell this item when you are done with your 5th item.

UNIQUE Passive: Point Runner: Builds up to 20% Movement Speed over 2 seconds while near turrets, destroyed turrets or Void Gates, the movement speed build up decays upon leaving the area.
UNIQUE Active: Spawns a Void Gate at target location for 120 seconds. Every 4 seconds the gate makes a Voidspawn that travels down the nearest lane. Voidspawn explode when attacking structures. Voidspawn ignore champions and void targets (120 second cooldown.)
The first and every fourth Voidspawn made by Void Gate gains 15% of your total Health as damage.
The last item ill go through is the Zz'Rot Portal, it's a very versetile item. It can come to good help if your team is struggling with sieging towers or pushing lanes, but also helpful when split pushing. You also get a lot of good stats like movement speed, Armor, Magic Resist and HP regen.
