Introduction
I started playing Taric last year about around when his rework was on the PBE.
After his rework was when I really got into playing him, Right now I have 2 accounts 1 in NA and another in TR (You can see my up to date Mastery Points in NA and TR)
I am sitting at about a total of 200K with both accounts combined.

Starlight's Touch (P): This AoE heal allows Taric to be able to have high sustain in lane while still being a tank, it works on a 3 charge system, each charge scales with 20% AP and 1.5% bonus health. Casting the ability uses all charges, the more charges there are the more the heal is (Both base and scaling) |

Bastion (W): Bastion is Taric's most complex basic abilty and very unique. Passively Taric and his linked ally 10-20% more of Taric's armor. Actively Taric links with an ally and shields them and Taric for 8-12% of the person who is being shielded's max health, after linking Taric can cast his Q,E and R from his linked ally |

Dazzle (E): The only damaging ability and cc that Taric has. The stun channels for 1 second, during this second you can move, (you can also project a second stun from a Bastioned ally) the duration of the stun scales with levels put in E from 1 to 1.5 seconds, the damage has a 50% AP scaling and a 30% bonus armor scaling |

Cosmic Radiance (R): The reason that Taric's late game is so strong. Taric casts an AoE invulnerability spell, after a delay of 2.5 seconds Taric's ultimate turns everyone in his and bastioned ally's AoE invulnerable for 2.5 seconds (AoE Kayle Ult on delay) |
Masteries and Runes
The runes and masteries are fairly well but I am not a master at Taric, if you want alternatives you could ask the folks at r/Taricmains about better Runes and Masteries
Skill Sequence Explanation
You always max Q last since it is the only ability that requires more mana the more you level it up, you need it to stay at a low cost because it is your main ability you spam for bravadoing towers
Starting E is generally the best option as most champions are a lot weaker than you at this point. one good stun can give you a great head start in the begging of the game
