Summoner Spells
FLASH: They standard option for nearly every situation. Can be used defensively for getting over walls, because Taric is lacking escape chances in tricky situations. But it can also be used offensively, by following up with a Dazzle and engage a fight or catch up to someone.
CLEANSE: Very useful when facing some heavy stuns, like versus a Nautilus or when you have to deal with a Rammus jungle. Cleansing the Frenzying Taunt, for example can make a difference between a fed laner or not.
TELEPORT: Most viable option for most situations, because you have to farm your first core items ( Catalyst of Aeons, Tear of the Goddess and Sheen) for the real power-spike. Backing up in situations you're low on health and instantly using Teleport to not miss any cs is the safest variant. That way, you are guaranteed to scale into lategame, as you're supposed to do. Also you're able to pull of some sick plays by teleporting to botlane if they're pushed in, for example.
IGNITE: A more aggressive choice but shines the most when laning against some annoying healers, like Vladimir or Darius as Ignite reduces all healing received and regeneration rates by 40%. However, in the lategame, it's value falls off tremendously.
Pros & Cons
PROS

+ Strong follow-ups on ganks
+ Fast tankiness
+ More impact on the actual game than most other toplaner
+ Cosmic Radiance is a gamechanger
+ Good carry potential
+ 1v1 Monster

Due to Starlight's Touch, you're able to heal yourself through tricky situations, most of the time. Reduced cooldown by Bravado supports that, too.
Bastion coupled with Dazzle is a great tool for ganks and when being ganked.
On top, Bastion allows Taric to scale really fast with any kind of armor items, what is advantageous as a toplaner.
As a toplaner you often face the prejudice, that you have no actual impact on the game besides helping in lategame teamfights. But as Taric you actually can carry hard. The ability to take the role of a support at anytime, but not being totally helpless on your own, is insane. Your chainheals and especially Cosmic Radiance carry teamfights and be gamechangers.
And at last, Taric-Top is a 1v1 Monster! He can fight nearly any champion at level 2, because he outsustains so well with Starlight's Touch and his integrated Sheen on Bravado.
CONS

- Bad waveclear

Sadly you are melee and nowadays people like to tease you with ranged match-ups on toplane. Heavy pokes can be a pain in the ***, buying Doran's Shield versus champions like Vladimir, for example and starting with a Cloth Armor against heavy AD harassment can at least prevent you from feeding in the early game.
2 of your abilities ( Dazzle, Cosmic Radiance) are delayed. Especially Dazzle makes it really easy to react or counter your play. Moves like Fioras Riposte can turn the fight.
Flash is the only reliable escape out of tricky situations. Beware not to waste it whenever you want. Try to think in advance and not get caught on your own.
Proper farming is pretty hard with Taric and takes some practice. That's why Tiamat is one of this builds essential items. Try using Bastion to farm with your empowered autoattacks, because it costs less mana.
Leading to the last point, the mana. This whole kit is based on spamming abilities and with a cost of 110 mana at max rank, Starlight's Touch makes spamming not that brainless as it seems. An early Tear of the Goddess solves that problem a little bit.
Runes


RESOLVE

The Resolve rune path is often used for tanky-toplane-bruiser. It offers a lot of tools for stat adaptation and manages heal and shield strength.
Grasp of the Undying is totally busted, when combined with any Sheen item in lane. The amount of damage output you have on you very first enemy hit, when trading is so good! Additionally, Grasp of the Undying increases you permanent max health, which scales so good into lategame and empowers your Starlight's Touch and Bastion every time.
SHIELD BASH: So when talking about this rune choice, it might be easier to be explained, when considering the other ones. Demolish is obviously not bad, but for the reason that Taric already is one of the best turret pusher in the game (because of Bravado), he doesn't really rely on this additional threat. And Font of Life only shines in the lategame or when having a lane partner. So, Shield Bash works well with the Sheen + Grasp of the Undying combo, when engaging with Bastion.

CONDITIONING: This is one of the harder choices...
When laning against heavy poke champions, Second Wind would be the better choice here. Take Second Wind versus champions like Vladimir or Kayle, for example.
When facing combo champions that have a strong early game, like Renekton, take Bone Plating it will protect you from most of the damage, when he jumps on you.
But originally, we want Conditioning to help us, when the 10 minute mark has been reached. It scales super well with Bastion's PASSIVE and this will be the rune that brings both - Armor & Magic Resist - up to 219 each. And that's where the builds name comes from. It's a powerful mid-lategame rune.

REVITALIZE: When struggling between Overgrowth and Revitalize, the fact that we already have a permanent max health increase with Grasp of the Undying came to m mind. On top, Taric profits out of both - shield and heal increase - by himself. Because this build usually not includes Spirit Visage, Revitalize might come in handy and replace that gap.




SORCERY

MANAFLOW BAND: It's simply the most suitable for Taric. It increases his max Mana, what increases ability power given by Archangel's Staff later on and deals a little bit with Tarics expensive mana management.
TRANSCENDENCE: Iceborn Gauntlet (20% CDR) + Archangel's Staff (20% CDR) + Abyssal Mask (10% CDR) + (1% − 10% (based on level) cooldown reduction ) + Transcendence (10% CDR) = 70% CDR (+ 60 AP)
On top Crest of Insight might give you additional 10% CDR and thereby another + 20 AP
So I considered Gathering Storm once, when I still played with Manamune, because the CDR limit was perfectly at 40%. But since I figured out, that Archangel's Staff is a thing, the benefit out of Transcendence is way better.

+9 Adaptive (5.4 AD or 9 AP) is obviously the better ealy game option, but since we're using Transcendence, (1% − 10% (based on level) cooldown reduction) scales much better with a total of + 20 AP on its own. Due to the fact, that Bastion increases your Armor passively and your first item ( Iceborn Gauntlet) brings you up to 219 by itself in the course of the game, Magic Resist is the only thing to care about.

Bravado (Passive)
RANGE: 150
COST: 0 Mana
COOLDOWN: 0

INNATE: After casting an ability, Taric's next two basic attacks within 4 seconds gain 100% total attack speed, each dealing 25 − 93 (based on level) (+ 15% bonus armor) bonus magic damage and reducing the cooldowns of his basic abilities by 1 second.


Combined with Starlight's Touch this is you main tool you're taking advantage of when fighting. This is what makes Taric a 1v1 beast at some point.


Starlight's Touch (Q)
EFFECT RADIUS: 325
COST: 70 / 80 / 90 / 100 / 110 MANA + ALL CHARGES
COOLDOWN: 3
RECHARGE: 15

PASSIVE: Taric stores a charge of Starlight's Touch periodically, up to a maximum at once. Bravado empowered attacks grant one charge.

ACTIVE: Taric heals himself and all nearby allied champions for 30 (+ 20% AP) (+ 1% of Taric's maximum health) per stored charge at the time of cast, up to a maximum of 150 (+ 100% AP) (+ 5% of Taric's maximum health) at 5 charges.


In fight, that's the main tool you are working with.
Basically what you're doing is getting advantage of you passive Bravado by casting Starlight's Touch, hitting with the empowered AAs and due to Starlight's Touch passive of cooldown reduction, you may do this infinitely. Your only problem here is the mana cost.




Bastion (W)
TARGET RANGE: 800
TETHER RADIUS: 1300
COST: 60 MANA
COOLDOWN: 15

PASSIVE: Taric gains 10 / 12.5 / 15 / 17.5 / 20% of Taric's armor as bonus armor and links to his ally. While linked, the bonus armor and Taric's abilities are replicated on the ally, though the effects do not stack.

ACTIVE: Taric shields himself and the target allied champion for 2.5 seconds, blessing them with the Bastion link.

Taric can self-cast Bastion to shield himself, or to the nearest unlinked ally in range. Only one champion can be marked at a time, and selecting a new ally clears the previous mark.


In fight, that's the main tool you are working with.
Basically what you're doing is getting advantage of you passive Bravado by casting Starlight's Touch, hitting with the empowered AAs and due to Starlight's Touch passive of cooldown reduction, you may do this infinitely. Your only problem here is the mana cost.
Additionally every spell you cast will also be casted on your linked ally. So you will have a mass heal on range with Starlight's Touch and a second Cosmic Radiance channeling around your buddy. Will come in handy in the late game.


Dazzle (E)
TARGET RANGE: 575
COLLISION RADIUS: 70
CAST TIME: NONE
COST: 60 MANA
COOLDOWN: 17 / 16 / 15 / 14 / 13

ACTIVE: Taric projects a beam of starlight towards the target location, erupting after a 1 second delay, dealing 90 / 130 / 170 / 210 / 250 (+ 50% AP) (+ 50% bonus armor) magic damage to all enemies hit and stunning them for 1.25 seconds.


Engaging, disengaging, trading... Dazzle does is all! But seriously, this is insane and can rule a teamfight or even a 1v1.
Combined with you Bastion linked partner, you're able to set some sick plays up. Can also be paired with Flash to catch up to someone and deliver the kill securing hit.


Cosmic Radiance (R)
EFFECT RADIUS: 400
COST: 100 MANA
COOLDOWN: 180 / 150 / 120

ACTIVE: After a 2.5-second delay, cosmic energy descends upon Taric and all nearby allied champions, rendering them invulnerable for 2.5 seconds.


Having access to invulnerability for 2.5 seconds is just insane, either for you or your teammates. Diving or just teamfighting with Cosmic Radiance is hilariously powerful!
This ability is a gamechanger, when used with patience. However, note that all affected units can still be hit by crowd control.
