Aatrox
He's even in the early game, but becomes a Major+ or Minor+ depending on how he plays. If he knows how you fight + he knows how to properly use his combo against Sett, then you're most likely doomed. If you avoid his combo and do everything right, by using your E on the correct time and your W when his dash isn't up at all, then you can outdamage and outfight him completely. Just be careful when he gets a Jungle Camp, you might outfight them both in a 1v2, but he can gain more and more kills by that. I also recommend you taking Ignite in order to deny his Lifesteal onto you.
Nasus
Really weak early game, deny his Q farm by bullying him partially with your combo. Make sure to get CS also when trying to bully him, cause if you don't, you'll lose against him anyways. Just make sure to do a short fight and not extended cause he will outfight you then. But it will turn otherside around if he has not enough Q stacks, then you can go for a full extended fight, because your Q deals Maximum Health and your W scales with your Health, you will always have 1000 True Damage on your W in the late game. If you denied successfully, then you made him to a Minor or even Tiny threat, but if you didn't keep him away from many Q stacks, is he then a Major+ threat.
Urgot
Will outfight you at Level 1, avoid his E by any circumstance at Level 1. If you dodged his E then you can outdamage him easily. Means he becomes a Minor threat at the situation, also make sure to play the Normal Build in order to outfight him in the late game, cause if you don't, are you doomed by then. There will be massive punishments at Level 6 against the Urgot if you take Ignite, play Hullbreaker and use your Combo correctly. As you deal Max Health Damage with Q and True Damage with W.
Darius
He's a minor threat, because I always have beaten Darius no matter what. Even in Level 1 he will be outdamaged if you do everything correctly. Beware if you fail your Level 1 cheese on him, is he Even or Major or even Extreme, because he knows that you are the weak side of toplane. Make sure to avoid his Q under any circumstances by walking to him or away from Q. If he deals you too much damage then abuse Hullbreaker for the extra Armor and the tanky Cannon. You can outfight him when you deny his Hemorrhage. Make sure to try cheese him at Level 1 or 2 by playing with Ignite and avoiding his Q. If you never faced a darius with Sett, then don't try it at all and play passively. If he goes in first then make sure to avoid his Q afterwards he did his combo, also make sure to try to use your ultimate in the direction of your tower, since it helps you getting more damage on him.
Cho'Gath
Pretty much even in the early game, becomes more annoying in the mid-late game phase by becoming passively tanky and dealing you a lot of damage anyways. He will be a great use for your Ultimate as it makes more damage when you use someone with more Health than you and the enemies teammates. It is basically based on the max health of the enemy and will give you a teamfight advantage at the baron pit or dragon pit. Make sure to avoid his Q's if he plays full AP Cho'gath and always make sure to outfight him. If you don't outfight him just play passively until you become level 6.
Jax
I outfight him no matter what. Just make sure you dodge his E and then you can instantly go all-in against him, as he cannot counter your Auto Attacks and your Q (Empowered Auto Attack) anymore. Make sure to CC him before you use your W as he can jump out without any problem with his Q from your True Damage or use your ultimate then E in order to press W for dealing more damage. He's always a minor threat to me personally as he cannot outfight a Sett in the early and even in mid-late phase. Recommended use is Lethal Tempo Sett as you outfight him completely by it. Believe me, going normal build with lethal tempo is also very strong on sett.
Dr. Mundo
Has a passive overshield, increased damage when he gets low, he is kinda dangerous to fight in the early, you might outfight him if you play with BORK and Hullbreaker (lifesteal and tank item), he will clearly outdamage you by any chance if you do everything wrong, your E is pretty much useless if his passive is up, make sure to get rid of his passive before using a second E or even your Ultimate, when doing everything right by avoiding his Q damage and removing his Passive, you might have a chance to outfight him, but by that just farm passively and try to do a short trade with your AA and Q, also avoiding his Q.
Vayne
Vayne is the definition of perma ban, not only exist people that play ranged ADC in the top lane, they even abuse the range they have against immobile melee champions. Just perma ban her besides you know how to counter her (since her moves are pretty common).
Illaoi
I will put her on extreme, because she will outdamage + outfight you when she is in your group and she hit you with your E + using Ultimate. Make sure to cheese her in early and dodge ALWAYS her E in order to outfight her, if she goes all-in make sure to avoid her E and then go all-in in the extended fight. Your W and your Q will help out beating her before Level 6 and at Level 6. I recommend you to rush Hullbreaker and Plated Steelcaps to outfight her in the early-mid game. She will become more dangerous when she acquired Hullbreaker and Divine Sunderer, as she has more damage + heals herself more often. By that, I also recommend you going BORK, Thornmail and maybe Striderbreaker/Goredrinker for slow/heal. If you made everything correct at the early cheese you can farm kills by killing her 24/7, if not then be careful cause she can carry her team by that!
Fiora
Tons of damage. You can beat her before reaching level 6 when you max out W before Q and also rushing Bramble for Anti-Heal and self damage inflict, it will give you a higher grit and more damage onto it. She most likely will outfight "almost" every toplane enemy champion when she reached level 16. Just be careful when facing her when she's level 16.
Mordekaiser
Mordekaiser will clearly outfight you in his Ultimate, but you can also outfight him if you go Lethal Tempo + Normal Build, as you have more attack speed (faster AA's) and do insane amount of damage, but be careful not being cheesed too hard by him, as he will clearly become a Extreme Threat if he successfully kills you after the cheese for kills. Make sure to avoid his Q and then you can damage him by using E, AA, Q (Emp. AA's). Also recommended to use your W when your Grit is at 80 - 100% as it does most of the damage on him.
Gangplank
He is even with you at early. Will become annoying after he acquired Sheen, must be careful not to get poked too much, else he will just get free dominance on the lane. Also make sure avoid his Barrels (E) by destroying it or walking out of the way in the right time, make sure to cheese him at Level 2 or 3 as he cannot farm his Silver Serpent's. If he cannot farm it, then he cannot get upgrades for his ultimate. If you made everything perfect, then his efficency and powerplay will come in the late game only, as he can't do much in the mid-game phase.
Heimerdinger
Is pretty much even in the early game, becomes more dangerous if he plays Liandry's by running around his Turrets and hit you with his E and W. Make sure to play carefully when you face him, make sure to abuse early at Level 1 as he can't do much there. Make sure to skill E first for the cheese, as he's immobile and can get easily stunned when you hit him and his turret together, make sure to Auto Attack him while he's stunned. Avoid his full combo in late.
Irelia
She's very annoying and will for sure outfight you, if being camped by enemy jungle also. Make sure to take Lethal Tempo and Ignite. There are also Irelia's that love to abuse Pinkwards to place infront of you so you Auto Attack it, instead of her, so make sure to be careful if she's one of the abusers. Make sure to wait until she used her Q on you before using your W, or by pressing (E) when she used Q on you, because you can do true damage on her by that. She will become a minor if you have BORK and Hullbreaker with Plated Steelcaps, it will make you impossible to get killed by her, as long as she doesn't go for Divine, also make sure to rush Anti-Heal as Irelia's first main item is BORK. Deny her lifesteal and get herself damaged by having Bramble, one of the strong kind of items against her.
Kayle
Annoying, but she's pretty much easy to beat, you have massive advantage at Level 1 and 2, because she has to be very close at the beginning for farming CS. Make sure to poke or even cheese her so she cannot farm at all, try to deny some XP so you can get Level 6 before her, if you've done that, then you can farm free kills by slowing her always with your ultimate and using your E to stun her. She becomes dangerous if she plays On-Hit Kayle. Cause she can use her ultimate (the animation ends faster than the invulnerable part. She is able to auto attack you in the meanwhile, but you can also deny her Auto Attacks by ulting her after her ultimate, so she cannot auto attack you to death in that time. Make sure to deny her CS as much as possible so she cannot instakill your team.
Volibear
Cheese him at Level 1 - 3, beware if you are going more into the game, because he will for sure outfight you when he obtained sheen even when you own a full item. He's pretty much buffed due to the durability update. Just be careful and farm safely.

Cho'Gath

Late game even damage.
Jinx
Will kite you until the maximum. Still beatable in the late game (if not fed).
Darius
Can be countered with easy W. Still be careful when he has his stacks on you.
Ahri
Easy win early game. She's mostly dropping heavily off in mid-late game due to not having enough gold to make her one shot combo build.
Fiora
Tons of damage. You can beat her before reaching level 6 when you max out W before Q, it will give you a higher grit and more damage onto it, including the revitalize bonus (when playing mathematically correct sett runes) while you have your W overshield. She most likely will outfight "almost" every toplane enemy champion when she reached level 16. Just be careful when facing her when she's level 16.
Galio
Early game easy punishment, late game if well fed totally lost. Make sure to have a good laner when being a jungle to face galio.
Akali
Kill share or dominating, depends on the situation and what she uses.
Jhin
Free domination when alone, go full charge against jhin when he's alone.
Nasus
Don't let him farm his Q, if it's too high he'll become an extreme threat. So punish him so he'll call out for assist in a spam way.
Heimerdinger
Major threat, can phase you away if you are not able to use your W to save yourself, he'll also kite you so he cannot be damaged at all, be careful when facing him.
Zoe
She's dealing a lot of damage at you at level 1, but at level 2 or 3 she has to learn to hit her sleep on you in order to damage you. But if you continue avoiding it you'll easily beat her without any problem. She also drops heavily off dealing a lot of damage at you since you're going to be tanky with the Full Tank Build or the Mathematically Correct one.
Alistar
Easy to beat when alone, getting hard if being assisted by his ADC. Easy domination if having a ranged ADC, when playing Sett jgl or supp.
Anivia
Her stun does a lot of damage, can be countered anyways. Avoid her ice tornado ability stun and you're able to beat her then.
Nocturne
Instant death if getting ganked by nocturne and somebody else, you have to steal his camps to win.
Illaoi
The death triangle will phase you away, can't avoid it and you die in 1 - 2 seconds.
Urgot
Clearly beats you late game, he'll be a full tank with a lot of damage. He will dominate you if he's also getting assisted. Have f u n.
Ekko
You are able to kill trade with Ekko, he can also be a minor threat if you have the advantage at health, damage and attack speed.
Miss Fortune
Her movement speed is way too much, her damage depends how well fed she is.
Mordekaiser
Absolutely broken this Season.
Blitzcrank
Hook missed = easy domination, he can't beat you if too much damage.
Volibear
Voli's Ultimate allows him to tower dive you completely, do not stand next to the tower! You also lose a 1v1 duell if he is too strong.
Swain
If he's well fed he's going to be an major threat to you.
Amumu
Tanky boy and is able to mass cc you. You have the possibility to instakill him early on when he's alone and does not own any op item.
Illaoi
Lose Lane, Win Game. ~Illaoi
Dr. Mundo
Very tanky and his damage increases if he gets lower.
Sion
Broken Q hitbox, will outfight you when having the gold advantage. Also doesn't need any type of tank items, since his passive makes him tanky (in sense of health) each minion he kills.
Caitlyn
Will Kite you completely in the late game. If she doesn't care about you, you can beat her. (If you play Sett Support)
Vayne

Garen

Good combo since Sett can pull people with E and Mordekaiser can Ult them then.
Sylas
Sylas can steal the enemies Ultimate and you can dominate with him the enemy then.
Cho'Gath
Airborne + Pull + Silence way strong combination.
Kai'Sa
Range + Melee combination, can be hella broken depending on the enemy you get.
Darius
Pull + Pull can be very op, pulling off both ultimates is an easy win. Try it in a duo botlane.
Nasus
Nasus Slow (W) and with Sett's Pull (E) is way too op, you can easily destroy the enemy in teamfights, because of Nasus slowing down the Tank (Cho'gath for Example) and you can reach him for your Ult. Throw Cho'gath into the enemy and boom they are dead.
Aatrox
Don't have to say anything, just test it.
Akali
Greedy at killing enemies, just let her die if you see 3+ people collapsing at her.
Anivia
CC + Ice Wall combined with Facebreaker and Haymaker very good.
Illaoi
Combine your own E and her R afterwards. Will do a lot of damage and you can kill someone instantly if even stunned by your E before Illaoi does her R.
Master Yi
Also Greeds for kills and you can't combine anything with Master Yi. Just let him die like Akali in a 3+ collapse from enemy team.
Malphite
Malphites Knockup can help you a lot pulling enemy afterwards and beat him to death.
Azir
Hold them long under the tower than they expect with Azir's Ult, if they came out of the Ult, use your own Ult then in the direction of the tower. It's pretty overpowered and they will die because of that. Has to be timed perfect tho. (You can also do it reversed by doing Sett Ult first then Azir)
Leona
Spam CC, easy domination with Leona.
Mordekaiser
Good combo since Sett can pull people with E and Mordekaiser can Ult them then.

Yasuo
Easy to beat in the early when you play Lethal Tempo, cause you both can go for the extended fight but you will clearly outdamage him as you are tankier than him and also have the strong side of early laning phase. You get outdamaged if you took Hail of Blades, as it's for short trades only and if he took lethal tempo, then he can abuse it on you and outfights you and then you made yourself a Major+ enemy. Also funny is getting in range with Galeforce on him.
Ahri
Will be annoying in early and later on, but she is one of the easiest target's to beat. Make sure to avoid her true damage (Q) and her Charm (E), you can rush on her Prowler's Claw, but I rather recommend you to go Galeforce in order to get into her range. Make sure to pick also Ghost so you can get free speed towards her when you also use your (Q), as she will clearly dash around at Level 6 if she gets a gank so you can't hit her with E and such. Make sure to have patience when using your E on her as you can miss it easily at the Level 6 powerspike of her. If done correctly, feel free to bully her as much as you want.
