Morgana's spell shield (E) prevents any CC effect to be applied. You can still reactivate Q to go towards the target if you land Q, but there is no tug. Always keep good positioning to save your carry with lantern (W) if they get snaired by Morgana (Q).
Counters to Morgana Spell Shield:
1: Bait the spell shield but faking a hook on her or the carry and quickly land a hook after the shield expires.
2: Bait the spell shield by positioning yourself to make it look like you are going for her and actually hook the carry or vice versa.
Fiddlesticks
Fiddle's Terrify (Q) is the only major problem but it can be catastrophic. There is no way to avoid it but you can work with it. Try to engage with Q before he fears you or wait for it to be on cooldown. Another issue with Fiddle is his crow silence (E). So try to stand away from the minions and your carry to avoid a bad situation.
Try using your CC against Fiddle's heal (W) and while he channels his ultimate (R). If you hook or flay him while channeling his ultimate, it is canceled.
Lulu
Lulu's polymorph is extremely dangerous against Thresh and his carry. Keep lantern (W) ready for disengage if your carry gets polymorphed. Her ultimate give herself or carry a health and size boost while knocking up surrounding enemies which can change the entire outcome of the fight so be careful when engaging if she has her ultimate up.
Brand
Brand has massive damage and burst that you need to be cautious of. It's very hard to avoid a good Brand's damage but when you get the chance to punish him, you best do it.
Ezreal
Ezreal has a built in flash, Arcane Shift (E), which helps him escape almost anything. Try to bait his (E) and engage when it is on cooldown. It is useful to try and get good a predicting where he might shift to as this could potentially get a kill or make him burn summoner spells.
Lucian
Lucian has Relentless Pursuit (E) which allows him to dodge your hooks, He also has a quick burst of damage with his double shot passive and ultimate. Use lantern to protect your carry from his ultimate and try to CC him to cancel it.
Sivir
Sivir's Spell Shield (E) blocks Thresh's hook (Q) and also does not allow it to latch on for the recast follow up. Her poke from standing behind minions makes her very hard to hook (Q) with Thresh. Try working together and bringing her Spell Shield (E) down with you carry's ability so you can apply Thresh's CC.
Xayah
Xxayah's feathers can punish anyone who gets too close or out of position. Keep lantern (W) ready for if your carry gets stunned. Try baiting out the feathers by intentionally getting out of position or land a hook and flay (E) her so she is in a position where the feathers will not hit you.
Vayne
Vayne's tumble (Q) makes it easy for he to dodge your hooks (Q). If you are able to get close enough,Flay (E) and wait for her to tumble (Q) then land that hook or force her flash.
Janna
Janna's shield (E) protects her carry from some damage while giving them a boost in AD. Her tornado (Q) and zepher (W) can peel you off of her carry. Try to engage when her tornado (Q) is on cooldown but be careful of her ultimate when near towers as it knocks you back and heals all allies in her circle.
Nami
Avoid getting caught by her bubble (Q) and keep lantern (W) ready once Nami hits level 6 and has ultimate.
Pyke
Pyke is unable to gain health from items due to his passive so he stays relatively squishy all game long. Protect teammates from his ultimate by applying CC. Stay cautious in lane as his pull (Q) stun (W) combo can cause a lot of damage.
Zilean
Zilian's time bomb (Q) can be very good at zoning you and can potentially stun if he lands two on a target. His speed boost (E) helps his carry dodge hooks. When he uses his ultimate on someone try to keep them in CC until it expires so they do not get a health and mana rest.
Bard
Bard can stun you (Q) near walls, behind single minions, and behind your carry so try to position appropriately. You can CC people inside his portal (E). Try engaging when he is out collecting his chimes.
Zyra
Keep lantern (W) ready for Zyra's snare (E) and ultimate. Walk over her seeds and avoid unnecessary damage from plants.
Draven
Draven has a very high damage output but is not very mobile. He can try and escape using Blood Rush (W) or Stand Aside (E) but he has no major mobility threats. Keep him close once you engage with CC so he is not allowed to dish out his damage.
Ashe
Ashe has a strong burst with her ranger's focus (Q) and a wide range for poke with her volley (W). Stay behind minions when trying to engage to avoid volley (W) and be careful of the CC from her ultimate combined with her support.
Tristana
Tristana can avoid your hook (Q) with her jump (W). However, during her jump you can cancel it using Thresh's flay (E). Don't flash away with bomb stacks (E) on you and try to stay away from your carry.
Caitlyn
Don't walk into bushes without vision due to the possibilities or traps. Try hooking her when she goes for her headshots. Lantern (W) can be used to reduce damage from her ultimate.
Jhin
Jhin deals heavy damage and have a root but use his slowness and lack of mobility to your advantage. Try landing hooks while he uses deadly flourish (W) or his ultimate.
Kai'Sa
Kai'Sa has a huge burst with her Q/W combos. She can out poke you and dodge hooks and flays with her ultimate. Try counter engaging when she uses her ultimate towards you by using Thresh's ultimate as she will be close to you.
Blitzcrank
Blitzcrank can be countered with a lantern to save your carry if they are pulled (Q). However Blitzcrank does have a big hitbox so he can cover the lantern by standing and moving on top of it so be careful of this. This can lead to a scramble to either engage with your carry low or try to disengage while both of you taking major damage.
Soraka
Soraka has no escapes so it is easy to land CC. Engage while Equinox (E) is on cooldown.
Braum
Bruam is very strong and reduces lots of damage taken. Thresh can hook (Q) and flay (E) Braum while he is jumping to an ally (W).
Alistar
When Alistar engages with headbut (W) you can flay (E) him away to stop his W,Q combo. If he is able to get to you or your carry there could be a problem.
Taric
Avoid the stuns and bait his ultimate. While his ultimate is on cooldown you can go all in no problem.
Tahm Kench
Tahm Kench has the ability to save his carry by eating them and gaining a boost of speed (W). But this can also be to your advantage as Thresh if you hook (Q) him while the enemy carry is inside him. This brings them both closer to you and an easy opportunity for a double kill. Also as Thresh you can use CC to stop Tahm Kench's ultimate if he decides to try to escape with it.
Shen
Not as common as support compared to top lane but his taunt (E) and auto attack blocking (W) can easily turn around an engage.
Poppy
Poppy is not normally played as support, but her Steadfast Presence (W) can stop Thresh from jumping to enemies when reactivating Q as well as preventing allies from getting to you using your lantern (W) if she is in between you two. She is also able to stun you is you stand next to walls.
Neeko
Be aware that her passive allows her to look like another champion. This can lead to a bait. Neeko can use Shapesplitter (W) to escape and Tagled-Barbs (E) to engage.
Karma
Karma has hard poke but when engaging wait until she is low on mana or when Inspire (E) is on cooldown.
Varus
Varus has a very long ranged poke. Keep moving around and try not to get hit by his arrows (Q).
Miss Fortune
Miss Fortune's Love Tap (Q) can do quite a bit of damage early game so be careful of standing behind minions and don't stand so far out that you can get caught. While she is casting her ultimate use CC to cancel it and engage.
Kalista
Kalista's ability to dash after every auto and Q make her difficult to hook (Q). Use flay (E) first to slow her then hook (Q). Be aware of how much CC her support has due to her ultimate being able to thrown her binded ally toward you.
Jinx
Jinx's Zap! (W) and Flame Chompers! (E) makes tough to chase and peel so try engaging when one or both of these abilities are on cooldown.
Kog'Maw
Kog'Maw has a huge range with his ultimate while his Bio-Arcane Barrage (W) grants him bonus auto attack range. Hook (Q) him to take away his ranged advantage.
Nautilus
Nautilus is only a minor threat because his hook (Q) can easily be countered with Thresh's lantern (W). He does not have much damage but his CC is very strong. Kill his carry quickly and he will not be a problem.
Sona
Sona has very strong poke with her Scorch and Aery combo but is extremely squishy. Build a little magic resist early and burst her.
Rakan
With good timing, Thresh can hook (Q) and flay (E) Rakan when he uses Battle Dance (E) or tries to catch people in his ultimate.
Leona
Use Thresh's flay (E) to counter Leona's Zenith Blade (E) so she cannot get close to you or your carry. If she cannot get close to stun she cannot do much else.
Lux
Dodge skill shots Q and E then engage. Keep lantern ready to save your carry when Lux has ultimate.
Vel'Koz
Dodge Vel'Koz's abilities and engage when he is low on mana. Be careful post-6 because his ultimate can do massive damage to both your carry and you at the same time.
Gragas
Gragas can knock you out of your tower range with him ultimate and also knock your carry closer to him. Keep lantern (W) ready to save your carry from this.
Galio
Galio's Winds of War (Q) can poke both you and your carry. His Justice Punch (E) can get close enough for his Shield of Durand (W) to taunt both you and your carry. Try to flay (E) away Galio if he engages with his Justice Punch (E). Keep lantern (W) ready for his ultimate.
Malphite
Post-6 Malphite can turn a trade into a double kill with his ultimate so be careful about getting too close when you and your carry are low.
Malzahar
Malzahar has a spell shield passive and is able to both poke and zone carries away from farming. Take down the spell shield and engage but be aware of his ultimate being able to make you useless for a bit during a fight.
Ziggs
Ziggs has a lot of poke but goes through mana quickly. Bait his Hexplosive Minefield (E) and Satchel Charge (W) to ensure he cannot escape and engage with a hook (Q). Recall carefully as his ultimate has a huge range and has the potential of getting a double kill on you and your carry.
Quinn
Quinn has a heavy burst getting into mid-game. Be sure to peel for your carry or Quinn will destroy them. Hide behind minions to avoid her Blinding Assault (Q).
Twitch
Twitch is able to walk around invisible but once he is caught in your hook (Q) he has almost no escape. He can throw out his Venom Cask (W) and probably have to flash but other than that he is as good as dead.
Sion
Sion is able to poke with his Roar of the Slayer (E) but other than that it is a pretty easy lane. Disrupt his Decimating Smash (Q) with a hook (Q) or flay (E). Make sure to get out of the way of his ultimate as it is unstoppable.
Corki
Corki has good damage and poke but limited escape with hit Valkyrie (W). Land a hook (Q) and stop him mid Valkyrie (W) with a flay (E).
Graves
Graves can do massive damage up close but can only dodge with his Quickdraw (E). Take advantage of minions as he shoot through them.
Kindred
Kindred can dodge hooks (Q) with her Dance of Arrows (Q) as it has a low cooldown, but it is easy to predict where she is going. With little damage early game it is easy to get a lead.
Annie
Annie has some good damage and a stun but no escape. Only engage when she does not have stun ready. Post-6 keep a lantern (W) ready in case your carry gets stunned.
Veigar
Not mobile at all. Wait for Event Horizon (E) to be on cooldown then engage.
Taliyah
Taliyah has good damage and is able to hit your carry towards them. Keep lantern ready for this. Also keep flash and lantern ready for when she uses her ultimate for easy escape for you and your carry.
Urgot
Do not let Urgot get close an you will be fine. Use hook (Q) or flay (E) to counter his Disdain (E).
Camille
Camille has the ability to close gaps with Hookshot (E) but this can be countered with a simple flay (E).
Maokai
Let minions take the Saplings (E) and do not let him get close. Be ready to peel for your carry post-6 when Moakai uses hit ultimate.
Draven
Draven is super aggressive and combined with Thresh can get a big lead early. Draven has a movement speed boost, Blood Rush (W), and a slow, Stand Aside (E), that combined with Thresh's CC can easily get them kills.
Jhin
Jhin dishes outstanding damage. With his flaw being immobility, Thresh fixes that with his lantern (W). Jhin also has some CC with Deadly Flourish (W) to allow Thresh to get close easier.
Jinx
Jinx can use Zap! (W) to slow enemies and allow Thresh to engage while also cutting off their escape with Chompers! (E). Her passive allows her to chase down the enemy to get the double kill with the huge boost of movement speed.
Lucian
Lucian is very aggressive with huge burst potential. It is easy to get ahead with this combo.
Ezreal
Ezreal has amazing poke which makes it easy to zone. He also has Arcane Shift (E) making it harder for him to die and easier for Thresh to protect.
Kalista
Kalista post-6 can throw you for an engage or escape with her ultimate. The engage begins with a knock-up giving it so much potential. She can also throw you to safety and with a toss of a lantern you can return the favor.
Kai'Sa
Thresh's strong CC makes it easy for Kai'Sa to stack plasma. Giving you an advantage when starting an engage.
Vayne
Thresh's CC makes it easy for Vayne to stack Silver Bolts (W). Properly hooking (Q) and flaying (E) could potentially allow Vayne to Condemn (E) enemies into walls consequently stunning them.
Miss Fortune
Thresh's CC combined with Miss Fortune's slow ability, Make It Rain (E), and ultimate can lead to easy kills.
Caitlyn
As Thresh you are able to hook (Q) or flay (E) enemies onto Caitlyn's Yordle Snap Trap (W) allowing for a burst of damage.
Ashe
Ashe's passive slows enemies allowing Thresh to more easily reach enemies.
Sivir
Sivir's Spell Shield (E) as well as her ability to poke while standing behind minions makes protecting her easier than other carries. Her ultimate allows for more chase potential and faster gap closing or escape.

Kog'Maw
Kog"Maw does not have a strong follow up and needs lots of protection. He is not aggressive enough to work with Thresh.
Tristana
Tristana's ultimate shoots people away from Thresh, so there is not much synergy there.
Quinn
Quinn and Thresh can set up for good picks, but it is very difficult for Quinn to actually get fed.
Yasuo
Easy knock up with flay (E) but nothing else.

Hello, I am TheComicalBiker and I main Thresh as my support on the NA server. I have tried most of the supports and I am most comfortable with Thresh due to his great CC and ability to protect his carry. This guide is based on what I have experienced in my time playing as Thresh. Hopefully the information you find here is useful and helpful.
Thresh
Thresh is a somewhat complicated but very fun support. At first it is difficult to learn how to adequately use his abilities. His Death Sentence (Q) has a delay before it is thrown out. Timing is critical. It also tugs them instead of instantly pulling them to you. This one ability alone can take quite a while to master. However, investing time in learning how Thresh works can be worth it. Thresh has tons of CC as 3 out of 4 abilities (Q,E,R) apply CC. Adding on to the amazing capabilities of engaging or disengaging, he can easily save teammate with his Dark Passage (W).
Summoner Spells
Flash
Pretty much all champions take Flash as one of their summoner spells. Thresh is able to use Flash to get in a better position of close enough to land his abilities or protect his teammates.
Exhaust
Exhaust has to be one of my favorite abilities in League Of Legends. It works really well with Thresh's kit. Exhaust helps out a lot in early laning phase and could reduce the damage coming from a fed enemy later on in the game. The movement speed slow from Exhaust allows for everyone to collapse on the specific target faster. The enemy laners do not have to be all the way pushed up for your jungler to gank. For one you can use lantern when a hook is landed to bring the jungler directly into the fight. With Exhaust you are able to slow down the target making it easier to land abilities and possibly force some of their summoners spells or ultimate making it easier to reengage before the cooldown ends.
Ignite
I don't believe I ever take Ignite on Thresh. The reason being I prefer the damage reduction and slow from Exhaust. It works better than Ignite in my opinion. There are also AD and AP items that can act as anti-healing items (eg. Mortal Reminder and Morellonomicon), but there are none that both reduce damage and movement speed.
