They stated that they know it isn't an ideal solution and will look at changing it in the pre-season.
It only impacts non upgraders in the edge case that they have the most gold on their team.
And isn't like neither one of them get no value from finishing their jungle item.

It's an absolute nightmare to have this looming over your head for the entire game. It can pop up any time and ruin your ability to split push, which is just playing the game normally and has nothing to do with muh funneling.

The only selling point of Warrior is the mana regen, and Rengar/Shaco don't need it. Besides they really need early duskblade for the anti-ward aspect. They skip their jungle item for a reason.
It's so desperate that they could sell machete and replace it with
