Soraka
- Base Stats
- HP increased to 360(+71) from 359(+67)
- Armor increased to 10.6(+3.8) from 7.4(+3.8)
- HP-reg increased to 5.5 from 4.5
Starcall
- Cooldown reduced to 2.5 from 3
- Base damage reduced to 60/85/110/135/160 from 60/90/120/150/180
- AP ratio increased to .45 from .25
- Mana cost reduced to 35/40/45/50/55 from 40/50/60/70/80
- Shred increased to 8/9/10/11/12 from 8/8/8/8/8
- Maximum stacks reduced to 10 from 20
- Range increased to 650 from 300
Astral Blessing
- AP Ratio reduced to 0.6 from 0.9
- Cooldown increased to 16 from 10
- Base Heal unchanged
- Armor Buff increased to 30/50/70/90/110 from 20/35/50/65/80
- Armor buff duration not increased
- Cast range increased to 750 from 650
Infuse
- AP ratio increased to .8 from .6
- Cooldown reduced to 10 from 15
- Silence duration compressed to 1.5/1.75/2/2.25/2.5 from 1/1.5/2/2.5/3
- Now grants 1.4 times the mana to Soraka on selfcast.
Wish
- Wish AP ratio reduced to 0.7 from 1.3
- Base heal increased to 200/325/450 from 200/320/440 (or unchanged)
- Mana cost reduced to 100/175/250 from 200/275/350

Uh, you realize that's a buff to soraka and sona?
And all the "nerfs" are reworks?
Janna isn't a healer, and a nidalee rework is pending.
They are raising the cooldown of heals because they want you to save players as apposed to topping them off.
They want heals to matter, instead of being taken for granted.
They want you to thank someone for a heal, instead of rage at them for not giving you a heal.

I'm about 100% sure that they are nerfing heals because they don't like how it makes champions less wary of damage.
At the same time, they are removing oracles for the purpose of ward sweeping, as it makes games last much longer.
Basically, they want the game to go slightly faster, and be more exciting.
They are trying to make the support role feel more epic.
