CC is Lillia's worst enemy, so focus on dodging E, as long as you dodge it, you should be safe.
You can run away from his E with phase rush, and your Q's true damage is good enough vs his ult.
Her Q is easy to dodge, and you can poke her without issues, make sure to sleep her if you jump onto her ADC so they dont heal.
Focus on dodging Q, she cant shield more than 1 person, so go on whoever got shielded so it is a 2v1. half of your Q's damage will go through her shield since it is true damage.
She has decent poke, but she cant stop you from running her down, specially at lvl 6.
Keep your distance, poke with E, sustain with pots/biscuits/runes, and make plays with ult.
Her poke is average, hit E and run em down,
Just poke with E, be careful with his passive since it slows. You can match Bard's roams with your passive, get shurelya so dodging his ult is a no brainer.
Keep your distances, he can flay away your W, or E into Q you, focus on dodging with your passive, phase rush is highly suggested since he has strong slows in his kit, which he can follow up with a hook.
Dodge Q with ease, try to apply passive on both her host and her so she cant heal/ult. dodging her ult should be easy if you have passive stacks.
Use your passive or get boots to dodge his kit, should be an easy matchup, just poke him since he has no sustain.
Trade with E, her Q and W have a slow, make sure to sleep her so she can't ult her ADC.
Point and click stun, so be careful with follow up CC from his team, get tenacity and get armour.
Her E and Ult are annoying, but you should be able to dodge everything, can't do much about her passive's AA range, so poke from a distance.
He can chunk you if he hits an E early, but aside from that, you can phase rush away from his ult.
Her E is predictable, and her Q is easy to dodge, if you can't dodge it, use W when you're about to get rooted to avoid her ult.
Same as Vel'koz: Use your passive or get boots to dodge his kit, should be an easy matchup, just poke him since he has no sustain.
Combining your E and Ashe's passive, you have a strong poke in lane, at level 6, your ult is a great setup for Ashe's ult, since they stand still for 2 seconds.
Your E and Twitch's W makes kiting or engaging super easy, even better if its an AP Twitch, since you can sleep both laners, and Twitch can fully stack his passive with W (DoT doesn't wake up sleeping enemies).
Poke in lane, and once they're low enough, Lucian can go in and burst them with PtA. Otherwise slow em with E so they cant kite his ult.
decent early game, at lvl 6 is where the fun starts, Samira ult is AoE DoT, so it wont wake up an sleeping target, which means you should wait for her to charge her passive, and then sleep everyone.
Easy and strong ult combo, lots of poke and slows with your Es.
Safe laning, poke when you can or roam, just not much lane interaction unless enemy mispositions often.
Hit E, Jhin hits W, then go for a W, repeat. Your ult allows Jhin to have easy shots with his ult.
Kai'sa works with hard CC, Lillia only has hard CC in her ult, your E only helps her to kite, but thats it. However if you catch an enemy with a long distance E + ult, she can go finish them with her ult if they're low.
Good poke from both, Caitlyn can place traps while they're asleep, so she can proc her passive and you can follow with W for huge burst.
Your E slow at level 1 allows Tristana to fully stack her E on the enemy, if done well this can force a summoner out of the enemy ADC/Support. At level 6 you can use both ults to misposition an enemy towards your own turret.
Kog'maw cant poke as much, and requires items to scale, so early game is super weak, and doesn't have a good burst combo to use on sleeping targets.
High range and can keep you healthy, can combine slows for easy kiting.

Zooming around the rift, placing wards, healing teammates, sleeping enemies, whats not to love?
- You dont have to hit Swirlseed directly, most botlaners tend to hide behind minions, but Lillia's Swirlseed does a cone splash once it hits anything (minions included), use this to your advantage
- Whenever you hit an ability, it also procs your passive, which means you get 2 spellthief procs with a single Blooming Blows/ Watch Out! Eep!/ Swirlseed, so make sure you have 2 or more charges to be mana-efficient
- Remember that your Swirlseed keeps rolling until it hits something, so get creative, throw it from river to river, from base to lane, and who knows, might hit someone with it, and since your ult has unlimited range, it can lead to a kill, just be careful to not steal cs!
After first back she gets Bandleglass Mirror, if you don't have enough gold at that point, you get a Faerie Charm and Boots.
Depending on your needs, your Bandleglass Mirror turns into either Moonstone Renewer or Shurelya's Battlesong.
Generally I get Mercury's Treads since CC is very punishing on Lillia, otherwise I go Boots of Swiftness or Plated Steelcaps if needed.
for a third item (generally the last one you'll get with your support income), you can go either Dead Man's Plate (movement speed, armor and hp) or Demonic Embrace, which gives extra damage, hp and 2 extra moonstone procs if you hit a long distance Swirlseed or Staff of Flowing Water since it gives all the stats Lillia and her team can use well (movement speed, ap and extra healing).
Some of your other options are:
Mikael's Blessing, Redemption, Warmog's Armor, Randuin's Omen, Zhonya's Hourglass Rylai's Crystal Scepter (Or any other of the third items you missed)
When you're full build, I highly suggest to exchange your boots for another legendary item, since Dead Man's Plate Gives you enough movement speed along with your Blooming Blows's passive ans possibly Cosmic Drive.
Do you have a tanky frontline? long/extended fights? poke but no burst? go Moonstone Renewer.
Enemy composition has deadly ult combos? or for some reason you have a vayne top and a lucian mid? in that case, go Shurelya's Battlesong to decrease the chances of you or your team getting caught when rotating or disengaging from an objective.
