I must've either missed those before or Riot didn't list them in the patch notes. Either way, I updated it now.
The reason that the base health/mana regeneration stats are now added as a passive is because of how editing items on MOBAFire works. I could fill in "100%" in the Health/5 & Mana/5 categories, but the system expects only a number, meaning it'd ignore the % and simply display the change as "100 Health Regen". No mention of a percentage, no mention of it scaling off of base regen. Instead, I chose to add it as a passive, simply so the description of the stat itself is more accurate (because for passives you have to fill in the description in a text field, allowing for more room to work with).
I realise that is still far from ideal and have asked the developers to make changes to reflect Riot's changes to regeneration, but for the time being I believe this is the best I can do.
