I think the item just provides a way to increase the viability of some champs who can't effectively jungle, yet have major mana issues which is why they aren't really played at all in the top lane.
And on ADC's maybe its a crutch to the inexperienced players who don't have proper mana management, because like many others said, its stats are pretty bad to keep to the late game.
And for junglers who purchase the
Feral Flare, and give their blues to the mid lane, junglers such
Udyr/
Warwick are pretty mana hungry, even if they are not played top, so maybe it could be built in the jungle along with
Feral Flare XD.
