Introduction
Singed is a fun champ to play with if you want to be invincible in many situations where other champs could fail .
Being fair Singed is my first champion I played and that I got in love with . His one of the most balanced champs i've ever seen and also one of the best for me even if many summoners consider Singed " Just Another Tank ".
Well you are wrong my friends because Singed oftenly if hes well played he f*cks everything in his way and trust me he's doing it in the well way.
Pro's
+Great Farming
+Great damage in late game
+Op skills ( Fling Mega Adhesive )
+Can use Fling to ensure a fb / kill
+Op Insanity Potion that lasts for long time
+Very nice balanced for late game
Con's
-Can't too do much in early game
-Mana eater until he gets Rod of Ages
-Low damage in few situations
-Can't do too much without Insanity Potion in TF
-Can do wrong Fling in teamfights because of crowd battle
+Great Farming
+Great damage in late game
+Op skills ( Fling Mega Adhesive )
+Can use Fling to ensure a fb / kill
+Op Insanity Potion that lasts for long time

Con's

You can get many combination of runes for Singed if you want because as they say Speed Is Op so try this optional runes build also :
Runes # 1 ( very low damage )
9x Greater Glyph of Magic Resist
9x Greater Seal of Armor
2x Greater Quintessence of Movement Speed
1x Greater Quintessence of Percent Health
But I would still vote for the normal runes build because Insanity Potion and Enchantment: Alacrity give you enough speed and you don't really need Greater Quintessence of Movement Speed so go for :
9x Greater Glyph of Magic Resist
9x Greater Seal of Armor
3x Greater Quintessence of Percent Health
Runes # 1 ( very low damage )

As you guys see I used
Wanderer
for more moving speed because it gives you 2% moving speed and helps you out not using Greater Quintessence of Movement Speed if you dont want to and also used 3 points for
Meditation
so that you can hold you'r lane better because it's not funny how much mana Singed consumes until he gets Rod of Ages.
Building out Durability and Hardiness + that he gets special bonuses from Tenacious , Juggernaut Honor Guard and Legendary Armor so Singed almost becomes unstopable . ( used more tanky masteries because as I mentioned in Con's Singed is pretty squishy for a tank ) .

I am not gonna say too many things on this chapter because all I wanted to mention is that after you get your shoes Ninja Tabi / Sorcerer's Shoes / Mercury's Treads you guys should really rush into Catalyst The protector and Hextech Revolver , just to be sure that you ensure you'r early game because as I also said in Con's Singed has a very bad start in early game.
You are not obliged and I repeat myself to take Teleport ( let me tell you why didn't I also said Ghost : because of his Insanity Potion Singed gets lots of bonuses and from those bonuses Speed is an important one so think about it Insanity Potion + Ghost +
Summoner's Wrath
= a sure catch for the team + that it can be used to escape]] . Forgot to mention that I keep Teleport to protect my lane , don't loose farm and also I may gank my mates .
Flash : Let's be seryous why would Singed need Flash ? In any case but any please get Flash out of the ecuation
Barrier : Singed Doesn't needs such thing as barrier because his passive Empowered Bulwark ensures him safetyness and all the things
Heal : oh yes the lovely spell but sincerly Singed is not a support and it would be a damn
mistake to waste a Spell Space just to add Heal
Clairvoyance : No comment ..( Singed: "Great spell ... NOT FOR ME ! )
Ignite and Exhaust : Would be one of the best options because Singed already got a Poison Trail so all he needs is a bonus damage from Ignite or just slow him down more with Exhaust and Mega Adhesive
Smite : Singed would make a great jungler but let's just keep him a top laner because hes gank could be pretty late and he needs hard pulls and all the stuffs + that he has that very late start I told you about
The only thing I can say about the other abilityes is that you should ignore them because all that Singed needs is Teleport , Ghost , Exhaust , Ignite , Smite.
Use Smite if team doesn't wants to jungle and you really want to play Singed and use Exhaust only in case no1 from your team has Exhaust

Fling ( E ) : The skill that can guarantee a sure kill in a teamfight and that also can break enemy team member from the group so that you'r team can get a sure kill
Insanity Potion ( R ) : A ultimate that as it says u can just go insane and use ur freedom as much as you can untill you'll f*ck them all
Tips

He can jungle after he reaches lvl 3-4 and you must train him hard to know how to jungle otherwise you just kill mobs from jungle and try to gank something but nothing would go great on Singed jungling .
If u like jungling as Singed ppl will also consider you a little bit crazy because they r not used to see a champion like him jungling . And also Smite is necessare for Singed but it's disturbable because I'm used to have 2 spells for mid battle instead of 1 so it is you'r choice

I love to call Singed one of the best engagers I've saw because he has great amount of hp he has Mega Adhesive , Poison Trail ( must be always active when in teambattle ) and Fling that gives your team an advantage and that you engage with in teamfight .
Insanity Potion helps Singed a lot confeering him lots of bonuses like : " Singed drinks a potent brew of chemicals, granting him 35/50/65 Ability Power, Armor, Magic Resist, Movement Speed, Health Regeneration, and Mana Regeneration, as well as reducing the duration of disables by 10/15/20% for 25 seconds." and as you can see Singed may be unstopable while Insanity Potion is active .

Jax - Easy 5.5 - 6 ( Just Fling him away everytime you are attacked by him and he runs )
Nasus - Easy 5 - 5.5 ( He can't kill Singed but neither do Singed because of Nasus's Wither , natural hp stealer and Siphoning Strike
