Introduction
Blue Gangplank was something I came across leveling up my smurf. It was super fun, the damage at times was very unexpected. But, the damage is very inconstant at early levels. Runes
You can also run Greater Seal of Mana Regeneration if you do not want to start faerie charm, but i usually dont because auto attacks hurt early game.
I run Greater Glyph of Magic Resist because i find that i really dont lane against anything other that Ap mids. But, you can also run Greater Glyph of Mana for more late game damage
Offensive
Pretty self explanatory, pretty much a standard blue-build mastery page
Fury this is so you can duel (1v1) better, and you would not need more points in cooldown because you would get max cooldown eventually.
Sorcery make you able to farm you Tear of the Goddess that much faster, also just helps a get that 100% cdr in the late game.
Butcher so you can last hit under tower
everything else in offensive is self explanatory.
Utility
Wanderer allows you to chase and land the clutch Parrrleys
Meditation allows you to sustain off in lane along with Faerie Charm
Expanded Mind gives you a little bit more damage in the late game due to Muramana
Lastly, Runic Affinity so that you can do consistent damage.

Start
I find that starting Faerie Charm gives you enough mana sustain so that you can use Remove Scurvy, this and Health Potion will help you sustain in lane.
this is just in case you burned through your mana, i.e trading, spamming Remove Scurvy , etc.
Early
You get this because it is very price efficient, it provides some early game damage and improved sustain.
this is where most of your damage comes from. i.e mana for Muramana and onhit offect for Parrrley
allows you to thorw out more Parrrleys and therefore more damage in fights in the early game.
Mid/Late
getting this will allow you to faster farm it into Muramana
this is to maximize your damage, with this you will get ~almost~ true damage.
Situational
You should get this to replace your Spirit of the Elder Lizard you need this if you find yourself not having enough damage and if you get insta-gibbed during fights.
Again, this should be bought after Spirit of the Elder Lizard and needed if you think you still have enough damage and feel like you need more health.
Get if the enemy team is primarily ad and you need health.
Get if they are primarily doing ap, you can also consider getting Maw of Malmortius if you lack damage.
get one these if you lack sustain in fights(note, Parrrley has onhit lifesteal effects) get b.o.t.r.k if youre having trouble kiting, otherwise you should get bloodthirster.
run this if you are not getting focused and want damage
Standard
Okay, Flash is always good on almost every champion. i find that with Remove Scurvy this allows for very good and easy escapes from ganks or loss fights. Ignite because i find that it is very hard to secure a kill between levels 1-11 without this. Teleport can work if you plan to have a VERY passive lane, can help get very ahead in farm + gold with the gold passive of Parrrley
Okay Spells
Exhaust i dont use this because you will have plenty of slows later in the game with Grog Soaked Blade and Iceborn Gauntlet
Ghost i find it is harder to escape after using Remove Scurvy
Teleport can work, will help obtain a lead and good for late game splitpushing
Smite you can jungle with this build but i dont recommend it, for you are pretty squishy and have bad clears
Useless
Cleanse Built in Cleanse Remove Scurvy
Heal Again Remove Scurvy
Barrier have enough survive ability with you guessed it Remove Scurvy

i find that if you last hit with Parrrley, you will naturally get ahead because of the extra gold passive. I try to last hit with Parrrley whenever i can. I also try to have a very passive lane, so this means taking alot of free poke, but it is easily sustained off from pots and oranges.( this does not mean you can take 5551855485184545441651231561 amounts of free damage). try to get blue from your jungler( not a big deal if you dont) but it will help you sustion in lane and get ahead. When you hit level six it is really easy to get some free gold, if you see a fight Cannon Barrage, and thats generally a free 1-2 assists(if you feel your lane opponent will fight i dont recommend this, for you will lose alot of kill potential.) After you get Iceborn Gauntlet it will be really easy to push. When youre behind push asap, but when your winning hard just keep winning(LOL).

In fights, you can do one of two things. Peel withh your infinite slows or go for the squishies. Cannon Barrage cooldown will be very low ~50 seconds(not sure) so dont be afraid to push a lane with it. someone will be bound to push it back out and that is when you can force objectives. If Cannon Barrage is up during a fight use it on as many people on the enemy team as possible, it will do decent damage because of the ap provided from Iceborn Gauntlet. If you clearly cannot win a fight split push, you kit is great for this, your e will help you push with the extra damage and attack speed, and the Iceborn Gauntlet will help clear the backline really easily, 2 shots max.
