Format is pretty nice. A few things I would recommend though (on the game).
I would be more inclined to go 12/18/0 for masteries. Either pick up
Windspeaker's Blessing
or
Thunderlord's Decree
.
Thunderlord's Decree
is just a nice bit of burst for lane, while
Windspeaker's Blessing
is useful for shielding the ADC. I probably would be more inclined to
Thunderlord's Decree
though.
Those aren't terrible runes. Flat health seals are probably superior to armor, and flat magic resist are probably superior to scaling ones. Otherwise, they aren't bad.
Lulu is decent at poking, but she is by no means the best. Where she excels at is peeling and creating a ton of CC during teamfights. I might recommend considering
Exhaust over
Ignite. With a high damage, slippery threat such as
Fizz,
Exhaust can definitely be useful for saving the ADC. Both summoner spells have uses though.
Fizz seems like the biggest threat. You probably should have started building
Locket of the Iron Solari/
Banner of Command first. After playing around with it, I've been disinclined to go
Zeke's Harbinger. Managing the stacks to go off during an actual fight when you should be roaming to ward and support your whole team is difficult, at best.
Zz'Rot Portal,
Frozen Heart, and
Randuin's Omen are likely going to be more useful for armor as a support.
I would be more inclined to go 12/18/0 for masteries. Either pick up

not exactly true. mid lane has been a stale lane in the last two seasons and as a result:
best seals right now for mids are either health/lvl for standard, flat armor against heavy ad threat lane, or a mix of both.
scaling blues are also far superior. cdr/lvl is the go-to option for most champs, but ap/lvl is good on certain champs and mr/lvl is good in certain matchups
