That buff took Singed into a whole new world of gay though. That was a 25% range increase.

You completely ignored where Trojan recommended both Frozen Heart and Force of Nature and just decided to give the RoA build a banshee veil & Randuins omen instead and then went ahead to list the CDR and FoN passive as reasons why your build is better.
The only extras you should be boasting of is the Health and Health Regen from Warmogs, and the slightly higher armor of your build.
Mercs,Catalyst,Rylai,Frozen Heart,Force of Nature, RoA, Situational. Is what I have normally done. I almost never get to the point where buying a 6th item is even an option but you could easily throw in a Warmogs, Guardian Angel, Randuin and really have a very comparable build.
RoA lets you have an easier lane with a catalyst and do as much spell spamming as you want and never run out, not just the freebies that come with it.
If you are going to ignore RoA then you absolutely need a Philo Stone and have to be more selective in your harassing. I can sort of see what you're saying though and may test out playing without a RoA.

I can attest to the fact that a singed with a RoA and Ryjals is practically unkillable and with insane poison damage, unless you stack mr like crazy. Just got through a game after 10 wins a singed player plays and we lose, and all he needed were those two items.

Dodge runes are the obvious, OBVIOUS, choice on Singed. You want 0/21/9 because you'll obviously be tanking, and you want those 10% ms procs where it counts. Far more valueable then the 3% on utility masteries, or the 6% cooldown which you don't need.

What makes singed a tank?
- Passive health scaling. Allows him to build resistances and gain health at the same time.
- Fantastic separation ability in
Fling. Will force a flash to be burned at the very least and can also be used to save allies.
- Strongest slow in the game, however it is ground based. Can be used to protect carries or chase enemies.
- Optional perma-slow with rylai's.
- Ultimate that gives 30% cc reduction, tons of stats, and allows him to initiate and force summoner spells to be blown. Lasts the entire teamfight.
You guys really think it's just one thing? His entire kit screams, "I'm an initiator!" "I run through cc!" "I have 4k health 200 mr and 200 armor, and I do damage!". Think.

My way to build
Singed normally:
Start item depends onto enemy in lane. But mainly I start with
Sapphire Crystal + 2
Health Potions. You can also buy
Doran's Shield,
Boots + 3
Health Potions or
Cloth Armor + 5
Health Potions
At my first back, I try to get both catalyst the protector and
Boots, with priority to
Boots. At this point, you can't outlane Singed. ~480 with
Insanity Potion.
Now, if I am doing good, I rush the
Rod of Ages, because, like I said, it has also the passive of catalyst the protector(Dyrus guide was written before that change, I think) and because of that, your laning has even more sustain. You should farming at top lane all the time like HotshotGG^^.
If I doing bad, I buy
Negatron Cloak or
Chain Vest, against the main enemy damage in the lane.
Now
Mercury's Treads, so you can't cc
Singed.
Now,
Rylai's Crystal Scepter, dat slow, hp and ap man.
Now I build both
Negatron Cloak or
Chain Vest, If I already have one of them, I buy the other one. I only buy 2 of one if the enemy is 5 magic damage or 5 physical dmg.
Finally we come to the defencive Item.
Frozen Heart scales with your passive and has CDR and 99 Armor. I would prefer this Item over
Sunfire Aegis, because of the utility.
Force of Nature is also better than
Banshee's Veil, because you need dat movement speed. And the hp-regen is also nice.
The last item is so situational, I don't mention It. But I sometimes build
Rabadon's Deathcap, if I dominate and I am somehow a pseudo-carry. 400 AP at Singed is really strong. ~480 with
Insanity Potion

Okay so then now look Queso.
Considering the kit, the only one of those three combo's that would be viable is the one with Warmogg's, and it's only because your ult brings up your resistances. Otherwise your HP would be too low.
And even then you're not getting the most protection.
