Do you ever put two early points in Q versus W level 3?
In the early game, where there is a full clear option, two points in Q can be very helpful in increasing clear speeds. This is especially fine against an enemy jungler where Poppy's W, Steadfast Presence, has not useful counterplay potential.
Do you ever max W second over E?
Maxing W, Steadfast Presence, over E, Heroic Charge, second can prove to be useful against compositions with heavy amounts of interruptible dashes. W max will give more utility but less damage over E max second. Bottom line, this is a personal preference.

This ability has one of the largest skill expression actives in the game. It grants an aura around Poppy that can interrupt dashes into or within, allowing for much counterplay. If successfully interrupted, the enemy champion grounded and slowed. The only exceptions to the rule of abilities that end up being unstoppable. Below are ALL the possible interactions in alphabetical order. Let me know in the comments if you come across any I might have missed!

Steadfast Presence does not stop dashes if the unit is crowd control immune, displacement immune, untargetable, or protected by Spell Shield such as Zed's Death Mark, Volibear's Stormbringer, Malphite's Unstoppable Force, etc. This also excludes any ability that counts as a lunge such as Darius's Noxian Guillotine, Udyr's Blazing Stampede, etc.
Mechanics: Heroic Charge
[E] [E] Heroic Charge
This ability will require some mechanics to find the right angles for an engage/disengage. In tight spots where Poppy needs to escape, she can E a minion. On the contrary, she can also engage the same way on a minion to find a different angle rather than targeting a champion directly especially if there is no terrain nearby for the stun. Flash + Heroic Charge is a quick way to catch an enemy off guard. In addition to Summoner's Rift terrain, there are also champion generated terrains. Below are other options to be aware of!

This ability can make or break important teamfights or simply help finish off a squishy target in a full combo. It is important to note, Poppy's ultimate can be cancelled for a reduced cooldown either by finishing the channel without reactivation or by simply recalling in the middle of the channel.
Eject: If an objective is being contest ( Baron, Dragon, etc.) or there are enemy champions you could remove to even the odds of a teamfight, the ultimate can be used to eject. It can also be used in situations to disengage or peel.
Knock Up: If Poppy is successfully picking off an enemy champion with E, Heroic Charge, the knock up from the ultimate can be chained. On the contrary, the knock up is also long enough to set yourself up for a Heroic Charge pin. Lastly, the ultimate, when used in this fashion, can disrupt enemy ultimates such as Katarina's Death Lotus.
